Public Comment Period Now Open for PEI/RP1100
Members and other stakeholders who would like to submit comments for the next edition of PEI/RP1100: Recommended Practices for the Storage and Dispensing of Diesel Exhaust Fluid (DEF) may do so by midnight, Saturday, August 6. PEI/RP1100 provides authoritative guidance for the installation and operation of DEF storage and dispensing equipment that preserve DEF product quality and prevent releases into the environment. PEI Board Elections
On June 23, official representatives of PEI member companies in even-numbered PEI districts and the affiliate division will receive board of director election ballots. PEI encourages all official representatives to vote. Ballots are due July 14. More.

REGULATORY UPDATES

NAW Comments on Proposed SEC Climate Rule
The National Association of Wholesaler-Distributors (NAW) recently commented on a proposed Securities and Exchange Commission rule that would mandate enhanced climate-related disclosures by public companies. Under the proposal, companies would be required to provide an accounting of their greenhouse gas emissions, disclose climate-related risks that are likely to impact their business as well as provide information on plans the company has developed in response to climate risks. PEI is a member of NAW. In the letter, NAW raised concerns about many aspects of the proposed rule and its likely impact on wholesaler-distributors both public and private, large and small. EPA Proposes NESHAP Amendments for Gasoline Distribution Facilities and Bulk Terminals
The U.S Environmental Protection Agency (EPA) is proposing amendments to the National Emissions Standards for Hazardous Air Pollutants (NESHAP) for Gasoline Distribution facilities and the Standards of Performance for Bulk Gasoline Terminals. EPA is proposing to revise NESHAP requirements for storage tanks, loading operations and equipment leaks to reflect developments in practices, process or controls of hazardous air pollutants. EPA is also proposing New Source Performance Standards to reflect the best system of emissions reduction for emissions of volatile organic compounds from loading operations and equipment leaks at bulk gasoline terminals. The proposal also includes revisions related to emissions during periods of startup, shutdown and malfunction; additional requirements for electronic reporting of performance test results, performance evaluation reports and compliance reports; revisions to monitoring and operating requirements for control devices; and other minor technical improvements. Joint Office of Energy and Transportation Solicits Nominations for EV Working Group
The Joint Office of Energy and Transportation announced it is accepting nominations for committee members for the Federal Advisory Committee Act Electric Vehicle (EV) Working Group. The working group will make recommendations regarding EV development, adoption and integration across the United States. The office seeks nominations for individuals representing EV manufacturers, labor organizations, public utilities and regulators, tribal governments, the trucking industry and other groups. The public nomination process for the EV working group closes July 15. More.

Trench Safety Stand Down
June 20-24 is the Trench Safety Stand Down, when events are held at construction sites nationwide to prevent trenching and excavation hazards. Employers are encouraged to talk directly to employees and others about trench safety and promote the use of protective systems such as sloping, shoring and shielding. More.

2023 Edition of NFPA 52 Now Available
The 2023 edition of National Fire Protection Association (NFPA) 52, Vehicular Natural Gas Fuel Systems Code is now available to ship. The code applies to the design, installation, operation and maintenance of compressed natural gas (CNG) and liquefied natural gas (LNG) engine fuel systems on vehicles of all types and for fueling vehicle (dispensing) systems and facilities and associated storage. Megan Ferguson has joined PEI as communications coordinator. She will be responsible for developing and implementing strategic content and communications for PEI. Ferguson recently graduated from Northeastern State University in Broken Arrow, Oklahoma, with a degree in English.

Clinton Phye and Erica Shafer have joined PEI as member managers. These new hires will work with PEI members and volunteers to grow, retain and engage each member by responding to requests, resolving problems and answering questions. Phye most recently was an LTL pre-invoice analyst with Mansfield Energy Corp. in Gainesville, Georgia, and holds a master’s degree in political science from the University of Colorado at Denver. Shafer brings with her more than 15 years of customer service, database management and paralegal experience. She has a bachelor’s degree in public relations and management from Emerson College in Boston.

Blink Charging has acquired SemaConnect Inc., a provider of EV charging infrastructure equipment. The cash and common stock transaction will add nearly 13,000 EV chargers to Blink’s existing footprint, an additional 3,800 site host locations and more than 150,000 registered EV driver members. Based in Maryland, SemaConnect offers EV products, programs and management services to the North American market. Blink Charging is an owner, operator and provider of EV charging equipment and services and has deployed over 30,000 charging stations across 18 countries.
