An updated edition of PEI/RP1400, Recommended Practices for the Design and Installation of Fueling Systems for Emergency Generators, Stationary Diesel Engines and Oil Burner Systems is now available for purchase.

PEI/RP1400-21 provides concise recommendations for the design, installation, inspection and maintenance of tanks, piping and auxiliary equipment in oil burner and stationary systems that fuel diesel-powered pump and generator engines.

The new edition:

  • Revises the definition of “approved” to conform with NFPA requirements. (Chapter 2)
  • Addresses water removal, cleaning and degradation of storage tanks. (Chapter 3)
  • Incorporates UL 1369 requirements for rigid and flexible aboveground piping. (Section 5.2)
  • Clarifies the proper use of priming tees and emergency vent piping. (Sections 5.3 and 5.4)
  • Includes an expanded discussion on flexible connectors. (Section 5.11)
  • Adds a warning about stopping or restricting fuel flow for critical equipment. (Section 6.2)
  • Provides guidance for day tank level controls. (Section 6.4)
  • Incorporates EPA requirements for leak and level monitoring equipment. (Section 6.6)
  • Verifies day and sub-base tanks signage requirements. (Chapter 8)
  • Discusses the importance of accessibility when servicing and testing components. (Section 9.1)
  • Adds UL 1369, Aboveground Piping for Flammable and Combustible Liquids, to the Publication Reference Appendix.

E15 BATTLES CONTINUES
A July 2 U.S. Court of Appeals ruling that the EPA exceeded its statutory authority in allowing summertime E15 sales (see July 7 TulsaLetter) might not be the last word. 

The Renewable Fuels Association (RFA) asked the EPA on Monday to allow continued E15 sales while the association seeks a rehearing by the court of appeals or an appeal to the U.S. Supreme Court.

Congressional biofuels supporters also introduced legislation to counteract the court’s ruling. The Year-Round Fuel Choice Act would make permanent the summertime fuel vapor pressure waiver required for higher ethanol blends to be sold from June 1 to Sept. 15. The House version, introduced Julie 13 by Reps. Angie Craig (D-MN) and Adrian Smith (R-NE), has 21 bipartisan co-sponsors. The Senate bill, introduced by Sens. Deb Fischer (R-NE) and Amy Klobuchar (D-MN), has eight bipartisan co-sponsors.  

PEI BOARD ELECTION RESULTS
Elections for PEI board members in odd-numbered membership districts closed July 15. Winners have been determined in six districts. Two candidates in District 9 are moving into a runoff election, closing Aug. 17.

PEI OPENS RP1000 COMMENT PERIOD
PEI is seeking comments for a new edition of PEI/RP1000: Recommended Practices for the Installation of Marina Fueling Systems.

PEI/RP1000 provides authoritative guidance on constructing safe, environmentally protective marina fueling facilities. The recommended practices apply to facilities that:

  • Serve recreational, commercial and government facilities that store and dispense motor fuel into vessels.
  • Are located in fresh water or salt water with stable or fluctuating water-level conditions and shorelines.
  • Have fixed, onshore underground or aboveground storage tanks using submersible or suction pumps.
  • Use a stationary or mobile dispensing device.

GAS STATION CHARGEBACKS SOAR
Credit and debit card chargebacks at U.S. gas stations have soared since the April EMV dispenser liability shift, according to a July 20 Oil Express Alert. Chargebacks attributable to the liability shift represented one-fourth of all April chargebacks. That grew to two-thirds of all chargebacks in May. The average chargeback also grew from $50 to more than $70.

“EPA appears to be focusing on developing tougher greenhouse gas standards for a subset of the heavy-duty truck sector that would seek to electrify certain vehicle classes
, in contrast to its plan to strengthen truck nitrogen oxide (NOx) emissions limits that would apply more broadly to the industry. … Examples of truck types that could be targeted include school buses, transit vehicles and garbage trucks, with electrification a strategy for achieving the reductions.” — Inside EPA, July 22

“The European Union on Wednesday proposed tougher emissions targets that would effectively end sales of new gasoline and diesel cars from 2035Reuters reported. The proposal calls for a 55% cut in emissions from 2021 levels by 2030, and a 100% cut by 2035, which would be unachievable with continued sales of internal-combustion cars. It’s much more aggressive than the 37.5% emissions reduction by 2030 previously proposed, but would need to be approved by all 27 EU member nations before implementation. The EU also proposed legislation that would require countries to install charging stations no more than 60 kilometers (37.3 miles) apart on major roads by 2025.” — Green Car Reports, July 15

“Ever-cheaper batteries over the past decade have made electric vehicles more price-competitive. But rising demand for EVs could now disrupt that trend. The race to secure key materials will become more crucial. Prices of battery materials have skyrocketed this year as EV demand jumps. Prices of lithium carbonate, used in cathodes, have doubled year-to-date, according to research firm Benchmark Mineral Intelligence. Prices for cobalt hydroxide, which boosts energy density and battery life, have risen more than 40%.” — The Wall Street Journal, July 22

“Chevron U.S.A. Inc. has postponed enforcement of its Retail IT Brand Standards and extended the period to qualify for technology incentives of $1,000-$5,000 per station by several months, according to a memorandum sent to branded retailers and marketers earlier this month. Branded stations must now be able to process mobile payments, as well as indoor and outdoor chip payment card transactions by Oct. 1, 2021. … Initially, Chevron and Texaco stations were required to comply with the IT requirements by April 16, 2021, to avoid a $500 surcharge on the first day of each month.” — Oil Express Alert, July 16

Titan Cloud Software acquired Canary Compliance. The move will help Titan Cloud expand its environmental compliance solutions for small and medium-sized fuel retailers. Canary Compliance founder and CEO Jon Kelly will be senior vice president at Titan Cloud.
