The PEI Board of Directors met April 1–2 to review the 2021 membership survey, update the association’s strategic long-range plan, approve committee reports and adopt the 2021-2022 fiscal year budget. Membership Satisfaction. Some 98.3% of membership survey participants said that PEI is achieving its mission. The association’s Net Promoter Score (NPS) was 56, considered “excellent” under the NPS model. Scores can range from minus 100 to 100. Strategic Long-Range Plan. The 2021 Strategic Long-Range Plan includes nine major initiatives:

Budget. The board approved a balanced FY 2021–2022 budget of $3,419,000. Committee activities funded in the budget include: Education & Convention. Booth sales for the 2021 PEI Convention at the NACS Show (Oct. 5-8 in Chicago) already have reached 95% of budget. This year’s convention will feature enhanced safety procedures, an outstanding educational lineup and a new Priority Club Lounge. Attendee registration will open in mid-May. PEI also is planning a March 2022 conference for service, construction, purchasing and inventory managers. Safety. In addition to launching the Safety Recommended Practices series, the Safety Committee will develop a new PEI Safety Award program. Young Executives. Registration will open soon for the 2021 PEI Young Executives “Winter” Conference, June 27-29 at the Ocean Reef Club in Key Largo, Florida. PEI Women. The 2021 PEI Women Conference will be Aug. 30 through Sept. 1 at The Guest House at Graceland in Memphis, Tennessee. Latin America. The Latin America committee is focused on increasing membership and establishing PEI as a recognized industry authority in that important region. During the coming year, the committee will focus on Mexico, Colombia, Peru and Chile. FUEL RETAILERS REQUEST EMV DELAY Identical April 1 letters asked all major credit card companies to delay the liability shift “one final time through October 2021.” The retailers said, “Our associations have heard from small business fuel retailers across the country that major equipment and service providers are booked through this summer for EMV projects.” The groups also cited the pandemic, winter storms and delays with software, quality assurance and certification as reasons many retailers have not yet upgraded their payment systems. RP900 COMMENTS CLOSE APRIL 19 Although the U.S. Environmental Protection Agency (EPA) recognizes RP900 as a code of practice that may be used to comply with walkthrough inspection requirements in 40 CFR 280.36 (a)(2), few states so far have adopted the document. The PEI UST Inspection and Maintenance Committee is particularly interested in changes to the daily, monthly and annual inspection procedures (Sections 6, 7 and 8) that might make RP900 more attractive to the states. DIESEL STORAGE TANK PRACTICES Diesel Storage Tanks: Industry Practices to Minimize Degradation and Improve Fuel Quality is a compilation of widely accepted installation and maintenance practices for aboveground storage tanks (ASTs) and underground storage tanks (USTs). As an advisory member of the Fuel Quality Council, PEI played an active role in the document’s development. Download it free here. ASTSWMO PUBLISHES STATE TANK FUND SURVEY BRIEFLY NOTED “The estimated annual fuel costs for model year (MY) 2021 all-electric light-duty vehicles are the lowest of all the available vehicle technologies, ranging from a low of $500 to a high of $850 per year. … Conventional gasoline vehicles for MY 2021 have estimated annual fuel costs ranging from $1,050 to $4,900—the widest range, with the most vehicle models available.” — DOE Vehicle Technologies Office, March 31 “California’s two U.S. senators are urging President Joe Biden to set a firm date to phase-out gas-powered passenger vehicles as the White House grapples with how to rewrite vehicle emissions rules slashed under President Donald Trump. … In September, California Governor Gavin Newsom signed an executive order directing the state’s air resources agency to require all new cars and passenger trucks sold in California to be zero-emission by 2035.” — Reuters, March 22 “The latest and ‘most sophisticated’ point-of-sale skimmer is a ‘new breed’ of PIN pad overlay combined with a ‘flexible, paper-thin device that fits inside the terminal’s chip reader slot,’ according to KrebsonSecurity, a cybersecurity blog written by investigative journalist Brian Krebs. ‘They draw their power from the low-voltage current that gets triggered when a chip-based card is inserted.
