Elections for PEI board members in even-numbered membership districts and the Affiliate division closed July 16. This year’s elections included the most candidates in years. In addition, member companies cast 18.5% more votes than in the 2019 election.

Winners have been determined in four districts. The top two vote-getters in District 2, District 10 and the Affiliate division move into runoff elections, beginning Tuesday, July 28.

STATES PUSH FOR ZERO-EMISSION TRUCKS
Fifteen states and the District of Columbia signed a joint memorandum of understanding (MOU) to phase out diesel medium- and heavy-duty truck sales by 2050. As an interim goal, the MOU seeks 30% zero-emission truck sales by 2030. Signatories were California, Connecticut, Colorado, Hawaii, Maine, Maryland, Massachusetts, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Washington and Washington, D.C.

VIRGINIA MANDATES COVID-19 SAFETY MEASURES
Virginia Gov. Ralph Northam signed legislation requiring all Virginia businesses, regardless of size, to implement COVID-19 workplace safety measures. Employers that do not comply with the Temporary Emergency Standard (16 VAC 25-220) may face fines of up to $130,000. The legislation requires employers to:

• Develop a system to identify, exclude and provide for the safe return of symptomatic employees;
• Notify potentially infected people after an employee tests positive;
• Enforce physical distancing, personal protective equipment and workplace cleaning procedures;
• Ensure employees’ right to raise “reasonable concerns” about workplace COVID-19 spread to the employer, state or federal agencies, or the media.

Medium- and high-risk work environments also must develop an infectious disease preparedness and response plan within 60 days of the legislation’s effective date.

Virginia is the first state to adopt such comprehensive mandates; however, Oregon is working on a similar plan, and other states might follow.

OSHA ISSUES SILICA GUIDANCE, SCHEDULES SAFETY EVENTS
The U.S. Occupational Safety and Health Administration (OSHA) issued a compliance directive on inspection and enforcement procedures for crystalline silica exposure in general industry, maritime and construction. OSHA also scheduled two events to encourage safe workplace practices:

• Safe + Sound Week (Aug. 10-16). This nationwide effort recognizes the importance of workplace health and safety and offers practical ideas on how to keep U.S. workers safe.
• National Safety Stand-Down to Prevent Falls in Construction (Sept. 14-18). Fatalities caused by falls from elevation accounted for 320 of the 1,008 recorded U.S. construction fatalities in 2018, according to the U.S. Bureau of Labor Statistics. OSHA encourages employers to use this week to focus on fall hazards and fall prevention.

Seven students won $1,000 Charles D. Kemp Scholarships for the 2020-2021 academic year, the PEI Foundation announced. The recipients are:

The Kemp Scholarships recognize deserving students who are dependents of full-time employees of PEI member companies in manufacturer, distributor, service and construction or affiliate divisions. The scholarships are named in honor and memory of Charles D. Kemp, longtime president of the White Tucker Co. and 1972 PEI president.

PEI thanks the White Tucker Co. for a special donation that allowed the Foundation to increase the number of scholarships awarded this year.

“EPA appears to have given up efforts to issue a long-awaited proposal setting stronger nitrogen oxides (NOx) standards for heavy-duty trucks until after the Nov. 3 election, despite top agency officials previously touting the measure as a win for both air quality and industry.” — InsideEPA, July 17

“CNBC auto reporter Michael Wayland reported GM won’t pursue a fuel cell-powered car any longer. Wayland tweeted the news Thursday during a conference call with the automaker’s chief sustainability officer, Dane Parker. According to Parker, GM plans to focus on electric cars for retail customers and fuel cell powertrains for commercial and military applications.” — Voice of the Highway, July 16

“New York’s Governor Andrew Cuomo has announced an extensive investment program for e-mobility. The ‘EV Make Ready’ initiative includes the construction of 50,000 AC and 1,500 DC charging stations in the US state by 2025. According to the communication, a total of around 1.5 billion dollars will be invested.” — Electrive, July 17

Gilbarco Veeder-Root appointed André Dhawan president, Americas. Dhawan has been Gilbarco’s president for Europe, Middle East, Africa (EMEA) and Asia Pacific since July 2016. He has nearly 30 years of experience in global industrial manufacturing and distribution.

SME Solutions LLC acquired the assets of Grand Ronde Petroleum Solutions LLC (GRP), effective July 1. GRP President Gary Jones and the entire GRP staff have joined SME. Jason Franke will be the service manager at SME’s new Kennewick, Washington, branch, which will operate from GRP’s former facility.

DEATHS
Luis Magallanes, 60, founder and owner of C & L Pump Service Inc. in El Paso, Texas, died July 12. He is survived by his wife, Christina Magallanes; mother, Evangelina Magallanes; sons, Luis E. and Christopher Magallanes; daughter, Christina Magallanes; sisters, Tilly Illuminate, Julie Borboa, Irma Magallanes and Lupita Campos; and four grandchildren.
Don Wood, 87, founder of Don Wood Inc., in Orlando, Florida, died July 7. Wood was a former PEI director and a member of the Continental 10-Group. (On a personal note, one of my favorite member visits was the time I spent with Don in December 2016. The chance to listen to his stories was a gift.)
