PEI OPENS RP700 COMMENT PERIOD
PEI is seeking comments on PEI/RP700: Recommended Practices for the Design and Maintenance of Fluid-Distribution Systems at Vehicle Maintenance Facilities.

Most recently revised in 2014, RP700 covers centralized distribution facilities for vehicle-related fluids, including: lubrication oil, gear oil, transmission fluid, hydraulic fluid, grease, antifreeze and windshield washer fluid. Recommendations address supply containers (tanks, drums, pails), piping, tubing, pumps, compressors, hoses, reels, nozzles and other equipment typically used in these systems.

To submit your suggestions for improving RP700, visit www.pei.org/rp700 and click the “Comment Now” button. Comments must be submitted by Wednesday, Jan. 22, to be considered for the next edition.

SPENDING BILL SUPPORTS BIODIESEL, IGNORES ELECTRIC VEHICLES
A $1.3 trillion spending package passed Dec. 17 by the U.S. House of Representatives and today by the U.S. Senate retroactively renews and extends the $1 per gallon biodiesel tax credit through 2022.

Despite intense lobbying by Tesla and General Motors, the final bill did not extend or expand the tax credits for electric vehicle (EV) purchases. Both companies’ EV credits will expire within the next few months.

President Trump is expected to sign the bill by midnight, Dec. 20, the deadline to avoid a partial government shutdown. 

EPA FINALIZES 2020 RENEWABLE FUEL VOLUMES
The U.S. Environmental Protection Agency (EPA) today finalized 2020 volume requirements for cellulosic biofuel, advanced biofuel and total renewable fuel, as well as 2021 biomass-based diesel volume standards. The final rule increases total 2020 renewable fuel volume from 19.92 billion gallons to 20.04 billion gallons, as the EPA proposed in July. (See July 23, 2019 TL.) However, the final 590 million gallon cellulosic biofuel requirement for 2020 is a slight increase from the 540 million gallons proposed in July. The EPA set 2021 biomass-based diesel requirements at 2.43 billion gallons.

Each scholarship applicant must be a dependent of a full-time employee of a member company in PEI’s manufacturer, distributor, service and construction, or affiliate divisions. The applicant also must plan to enroll as a full-time freshman for the 2020-2021 academic year at an accredited four-year college or university. Recipients are selected based on academic achievement, leadership, character, need and the applicant’s intent to contribute to the future of the fuel and fluid handling equipment industry.

California.
The State Water Resources Control Board approved regulations allowing fuel wholesalers and retailers to store up to 20% biodiesel blends in underground storage tanks (USTs), effective Jan. 1. Current regulations permit the storage of only 5% biodiesel blends.
Michigan. Ford Motor Co. will invest nearly $1.5 billion and add 3,000 jobs to produce electric pickup trucks and sport utility vehicles and to develop autonomous vehicle technology at two Michigan plants.
Missouri. The Missouri Department of Natural Resources (DNR) issued guidance to help UST owners and operators correctly respond to “pass,” “fail” and “inclusive” reports from certified third-party statistical inventory reconciliation (SIR) providers. Texas. The U.S. Environmental Protection Agency (EPA) awarded the Texas Commission on Environmental Quality (TCEQ) a $1.3 million grant to support UST leak detection and prevention programs.

Petro Towery announced three leadership appointments: founder Tom Fassas is now the company’s CEO; longtime management team member Oliver Welch stepped up from vice president to president; Amber Reed is the new vice president.
Tanknology Inc. announced the opening of a new Southeast regional office in Montgomery, Alabama. Eddie Campbell, regional vice president, will lead the Montgomery team.
