Dear PEI Member:

The nominating elections for PEI Board of Directors seats in even-numbered districts and the Affiliate Division have been completed. A total of 15 individuals submitted their names as candidates this year. Six members who were either unopposed or received the required number of votes in the nominating election have been certified winners by the PEI Election Commission. In District 12, no candidate received the percentage of votes required to be elected, so a runoff will be held between the top two candidates.

Here are the election results, as certified by Kevin McKinney, McKinney Petroleum Equipment, Mobile, Alabama, chairman of the PEI Election Commission.

Distributor District 2: The new director is Wayne Henderson, Petroleum Specialties Inc., Kernersville, North Carolina. Henderson succeeds Ron Sledd Jr., Beneficial Systems, Jetersville, Virginia.

Distributor District 4: The new director is Tom Fassas, PetroTowery Inc., Richmond, Kentucky. Fassas succeeds Tiina McCombie, National Energy Equipment, Inc., Mississauga, Ontario.

Distributor District 6: The new director is Casey Kuppart, Mid-South Steel Products Inc., Cape Girardeau, Missouri. Kuppart succeeds Mani Sundaram, Double Check Company Inc., Kansas City, Missouri.

Distributor District 8: The new director is John Keller, Petroleum Solutions Inc., San Antonio, Texas. Keller succeeds John Farrell, D&H United Fueling Solutions Inc., Schertz, Texas.

PEI OPENS 30-DAY COMMENT PERIOD ON RP300
PEI is seeking public comments on PEI/RP300: Recommended Practices for Installation and Testing of Vapor Recovery Systems at Vehicle Fueling Sites. The 54-page document was last revised and reorganized in 2009, a process that included the addition of an entirely new chapter on decommissioning Stage II vapor recovery piping. The 2009 edition was affirmed with no changes in 2014.

Although the installation of vapor recovery equipment has all but disappeared in most of the United States, this type of work is increasing in other countries. In recent days, PEI also has received several questions and comments about the proper procedures for decommissioning Stage II vapor recovery equipment.

While the PEI Vapor Recovery Installation Committee is particularly interested in comments on decommissioning procedures, stakeholders are invited to comment on any section in the document.

To submit your suggestions for improving RP300, visit www.pei.org/rp300 and click the “Comment Now” button. Comments must be submitted by Monday, Aug. 20, to be considered for inclusion in the next edition.

PASS-THROUGH TAX REGULATIONS DELAYED
Many PEI member companies are pass-through entities for income tax purposes. In these businesses—for example, subchapter S corporations and limited liability companies (LLCs)—the owners pay tax on business income at their personal income tax rates.

Under Section 199A of last December’s federal tax reform legislation, pass-through entities are now entitled to deduct 20% of their “qualified business income,” a change that will dramatically lower many of these companies’ income taxes. This week, the Internal Revenue Service (IRS) announced that it expects to publish the rules governing Section 199A by the end of July—one month later than originally promised.

Whenever the Section 199A rules are released, the Small Business Legislative Council (SBLC) will publish a primer to help pass-through businesses understand how to qualify for and take advantage of the new deduction. As a member of the SBLC, PEI will provide this document to our members as soon as it is released.

Police say Damon Blocker, 29, and Reginald Hollien, 34, both of Detroit, used some kind of remote device to hack into a pump.
