Since its 2014 launch, the
PEI Women program has helped nearly
200 female PEI members learn, network and advance their careers in the fuel
handling equipment industry.
That forward momentum will continue at the fourth annual
PEI Women Conference, May
2-5, at the Catamaran Resort Hotel & Spa in San Diego. Early bird
registration for the conference is now open. This year’s conference schedule
is packed with exceptional opportunities to learn and connect. Here are a
few highlights.
- A networking welcome reception and dinner on Wednesday, May 2 will
kick off the conference. A second networking reception and dinner will be
held Thursday evening, May 3.
- Retired U.S. Navy veteran Mary Kelly, Ph.D., will present “Creating an
Executive Presence: Effective Strategies for Women.” Kelly also will
moderate a panel of PEI Women members discussing challenges they have
faced—and solutions they have found—working in a male-dominated industry.
- Conference keynote speaker Kay Frances will combine her business
education and many years in stand-up comedy to show how to better manage
stress in her session “Times Have Changed!” Frances also will lead a group
ice-breaker the first morning of the conference.
- PEI President Robert Peavey, president of PumpTex, Inc., Beaumont,
Texas, will welcome the group and share some personal insights.
- PEI Executive Vice President Rick Long will provide his perspectives
on where the industry is today and what’s ahead tomorrow.
- Claudia St. John, president of Affinity HR Group, will address sexual harassment
and navigating the #metoo movement, with a focus on how to recognize
harassment and—even more important—how to prevent it.
- A series of interactive roundtable discussions will allow attendees to
select other subjects in which they are interested.

PEI SEEKS
COMMENTS ON RP200 AND RP600
PEI is seeking comments from the industry on two widely used recommended
practices scheduled to be revised in 2018: PEI/RP200, Recommended
Practices for Installation of Aboveground Storage Systems for Motor Vehicle
Fueling and PEI/RP600, Recommended Practices for Overfill Prevention
for Shop-Fabricated Aboveground Tanks. If you have suggestions for

comments must be submitted online.
Only comments received by Friday, March 9 will be
considered for inclusion in the next editions.
STI REVISES TWO AST STANDARDS
The Steel Tank Institute (STI) released the 6th Edition of SP001 Standard
for the Inspection of Aboveground Storage Tanks (ASTs) and the 5th
Edition of SP031 Standard for the Repair of Shop-Fabricated Aboveground
Storage Tanks.
Major enhancements in the revised SP001 include:

Addition of a new appendix on inspections of heated thermoplastic liquids,
including asphalt, stored at up to 500° F.
-
Removal of the maximum specific gravity of stored liquids
from the standard’s scope.
-
Increase of the maximum size of shop-fabricated tanks to
75,000 gallons.
-
New inspection guidelines for steel diked tanks and
concrete-encased shop-fabricated tanks.
-
Revision of the monthly water removal requirements for
Category 1 ASTs.
-
New procedures for servicing double-walled, steel diked
and concrete-encased shop-fabricated tanks.
-
A new decision tree and additional examples for
determining tank category in Appendix A.
-
Revision of monthly and annual checklists.
Changes in the new SP031 standard include:
-
Revised definitions that agree with those in SP001.
-
Important edits to the safety considerations and welding
sections.
-
Revised diagrams that clearly show proper tank
modifications.
National standards such as SP001 and SP031 play an important role in helping
AST owners comply with U.S. Environmental Protection Agency (EPA) Spill
Prevention, Control, and Countermeasure (SPCC) regulations, which require
integrity testing of all regulated tanks.
Both standards can be ordered on the

PEI SEEKS LATIN AMERICAN STEERING COMMITTEE VOLUNTEERS
At the 2017 PEI Convention, 92 Latin American members participated in the
first-ever PEI educational sessions conducted in Spanish.
PEI is forming a steering committee to present recommendations for
additional Latin American programs and services to the association’s board of
directors. (See Nov. 14, 2017 TL.) The committee will meet Feb. 16 in Ft.

FROM THE STATES
California. A bill introduced in the California legislature would
prohibit the sale of new gasoline-powered and hybrid-electric passenger
vehicles beginning Jan. 1, 2040. The Clean Cars 2040 Act would restrict
new car sales to zero-emissions vehicles (ZEVs), defined as those that
“cannot produce exhaust emissions of any criteria pollutant or greenhouse
gas under any operational mode or condition.” Battery-powered electric
vehicles and hydrogen fuel cell vehicles would qualify as ZEVs.
Oklahoma. The EPA approved
revisions to Oklahoma's underground storage tank (UST) program under a
direct final action issued Jan. 8. The rule takes effect March 12 unless EPA
receives adverse comments by Feb. 8, in which case the approval will be
withdrawn.
Oregon. Effective Jan. 1, residents of counties with a population of
40,000 or less may use self-service fueling stations 24 hours a day. Since
2016, self-service fueling in these counties has been allowed only between 6
p.m. and 6 a.m.
ASTSWMO RELEASES DATA ON ABANDONED USTS AND CLEANUP
RECOVERIES
The Association of State and Territorial Solid Waste Management Officials (ASTSWMO)
released two documents of interest to petroleum equipment contractors and
tank owners.
PMAA SEEKS CONSISTENCY IN E15
LABELS
In a Jan. 18 letter, the Petroleum Marketers Association of America (PMAA)
asked the Federal Trade Commission (FTC) to examine E15 labels on fuel
dispensers and retail price signs. PMAA’s letter states that inconsistent
labeling of the fuel is creating confusion in the marketplace and increasing
the risk of misfueling. PMAA is particularly concerned about dispenser
labels and signs describing E15 as “Unleaded Plus,” “Unleaded15,” “Unleaded
88,” “Ultra 88” and “eblend,” all of which, it says, blur the distinction
between E10 and E15.
FUEL RETAILER UPDATES
Kwik Chek Convenience Stores Inc. purchased eight Cleo’s convenience
stores in southern Texas.
Rmarts LLC acquired 10 Minute Man stores in the Chicago area.
H&S Energy LLC purchased 50 stores in Northern California from Tower
Energy. The sites are being rebranded as Power Market and Extra Mile.
Par Petroleum LLC entered an agreement to acquire 33 Cenex Zip Trip
convenience stores in Washington and Idaho.
Walmart is closing 63 of its Sam’s Club stores in the U.S., including
38 that sell fuel.
Alimentation Couche-Tard Inc. will begin offering Circle K franchises
in Canada.
Total opened its first retail fueling facility in Mexico.
Pester Marketing Co. acquired 42 retail outlets in Colorado and
Nebraska from Western Convenience Stores Inc. The locations will be
rebranding as Alta convenience stores.

Morrison Bros. announced the retirement of Rich Stevens, the
company’s western regional sales manager. Stevens had more than 40 years in
the petroleum equipment industry, the last 17 with Morrison Bros.
Barker Lemar promoted Grant Palmer to petroleum services operation
manager. Palmer joined Barker Lemar as an environmental specialist in 2014.
Since 2016, he has led the company’s convenience store compliance efforts.
BRIEFLY NOTED
“According to a joint agency staff report … by the California Energy
Commission and the California Air Resources Board, the state is home to 31
hydrogen retail locations. That number has risen to 35 today, according
to the U.S. Department of Energy's Alternative Fuel Data Center. Another 34
are planned for the future, meaning California will still be roughly 30
retail locations short of its 100-station goal as we approach 2020.”—Green

“The fuel economy of new U.S. cars and trucks hit a record 24.7 miles per
gallon in the 2016 model year, a government report said, even as some
automakers had to buy credits to meet federal requirements. Fuel economy
rose by just 0.1 mile per gallon in 2016 and was projected in the 2017 model
year to hit another record of 25.2 mpg, the U.S. Environmental Protection

“The U.S. Chamber of Commerce on Thursday made its case for increasing
the gas tax as it unveiled a plan to rebuild America’s roads, bridges
and trains. Chamber President Tom Donohue called for a 25-cent increase to
the gas tax over the course of five years, but said his group would also
support a proposal that increased the tax all at once.”—The Hill,
