The latest edition of PEI’s RP1200: Recommended Practices for the Testing
and Verification of Spill, Overfill, Leak Detection and Secondary
Containment Equipment at UST Facilities (PEI/RP1200-17), is now
available for purchase.
Since its 2012 debut, RP1200 has become one of the most widely used of all
PEI recommended practices. And now, with the 2015 addition of testing,
operating and maintenance requirements to the federal underground storage
tank (UST) regulations, the document is more important than ever. The
revised federal rule recognizes the procedures in RP1200 as sufficient to
meet federal testing requirements in three areas:
- Secondary Containment: Tightness testing of repairs to secondary
containment areas of tanks and piping used for interstitial monitoring and
to containment sumps used for interstitial monitoring (40 CFR 280.33(d)).
- Spill
Prevention: Periodic testing of spill prevention equipment and
containment sumps used for interstitial monitoring of piping and periodic
inspection of overfill prevention equipment (40 CFR 280.35).
- Release Detection: Annual testing of electronic and mechanical release
detection components, including automatic tank gauges and other controllers,
probes and sensors, automatic line leak detectors, vacuum pumps and pressure
gauges (40 CFR 280.40).
The PEI Overfill, Release Detection and Release Prevention
Equipment Testing Committee, which drafted PEI/RP1200-17, developed its
consensus recommendations after reviewing nearly 60 public comments from
regulators, distributors, installers, manufacturers and other PEI
committees. Among the important decisions, revisions and enhancements in the
new edition are the following:
- More than 20 testing and verification matters previously included in
RP900, Recommended Practices for the Inspection and Maintenance of
Underground Storage Systems have been incorporated into RP1200.
- Vacuum testing standards for double-walled tanks have been adjusted
to bring greater consistency to the procedures for fiberglass and steel
tanks (Section 4).
- The committee reaffirmed its 2012 recommendation that in hydrostatic
testing of sumps, the test water should be a minimum of 4 inches above the
uppermost sump penetration or sump sidewall seam, whichever is higher
(Section 6.5.6).
- The committee reaffirmed its 2012 recommendation that ball float
valves be removed and replaced with another type of overfill prevention
device (Section 7.2).
- Many of the 28 definitions in Section 2 were reworded to match
language used in other PEI recommended practices.

Owners and operators in 16 states and territories without
state program approval (SPA) status must meet the federal requirements in 40
CFR 280. Jurisdictions with approved SPA plans (38 states plus the District
of Columbia and Puerto Rico) must revise their regulations and submit a new
SPA application that is “no less restrictive” than the federal rule by Oct.
13, 2018.
To help state regulators and PEI members better understand
the rationale behind the key provisions of PEI/RP1200-17, PEI will conduct a
free informational webinar Wednesday, July 12, at 11:00 a.m. EDT/10:00 a.m.

OPW EXPANDS SWIVEL RECALL
OPW, in cooperation with the U.S. Consumer Product Safety Commission,
has expanded its voluntary hose swivel connector recall to include model OPW
20S swivels. This is in addition to the recall of models OPW 241TPS and OPW
36S announced on March 27. For the model 20S, only swivels with a stamped
MFG date of January 2013 through August 2017 are affected. The model number
is printed on the body of the swivel connector. Visit OPW’s

FOR 2017 PEI CONVENTION
Early-bird attendee registration and housing are now open for the
2017 PEI Convention at the NACS Show,
Oct. 17-20 at McCormick Place in Chicago. The PEI headquarters hotel is the
Hyatt McCormick Place. PEI also has room blocks at the Chicago Marriott
Downtown Magnificent Mile, the Palmer House Hilton and the W Chicago
Lakeshore.
Registration by July 11 is
$295 for PEI members and $495 for nonmembers. After July 11, the rates
increase to $445 for PEI members and $645 for nonmembers. On-site

ARIZONA TO ALLOW
ISOBUTANOL IN GASOLINE
Arizona Gov. Doug Ducey signed legislation May 10 authorizing the use of
isobutanol as an oxygenate in gasoline sold for on-road vehicles. Isobutanol
is already in use in the state for off-road applications including boats,
all terrain vehicles, motorcycles and lawn equipment. The legislation takes
effect in August.
OSHA DELAYS REQUIREMENT TO
FILE INJURY, ILLNESS DETAILS
The Occupational Health and Safety Administration (OSHA) announced May
17 that it was delaying a July 1 deadline for an estimated 466,000 employers
with 20 or more employees to electronically file details on recordable
injury and illness cases with the agency. Some business groups have opposed
the requirement, which would allow OSHA to publicly post employers’ injury
and illness data online. OSHA did not announce the reason for its delay.
However, several news outlets have reported that the agency is attempting to
negotiate settlements of two federal court challenges to the reporting
requirements.
APPOINTMENTS AND
TRANSITIONS
Jay Walsh has been named president of Franklin Fueling Systems. Walsh
has been with Franklin for 22 years, serving in a variety of technical
service, sales, product management and leadership positions. Most recently,
he was executive vice president of the company. Franklin also announced that
John Adrian has been promoted to senior vice president of sales for
Europe, the Middle East and Africa, and Tony Hsu has been named vice
president of sales for Asia.
Dave Masterson has joined Dixon Pumps, a Shaw Development Company, as
general manager. Masterson has more than 20 years of experience leading
business development and operations for domestic and international
businesses.
Daniel J. Aular has joined S. Bravo Systems, Inc., as senior manager
of engineering. In his new position, Aular
will oversee the development, testing and fabrication of new Bravo designs,
products and components.
Marty and Cathy Meyer retired May 1, exactly 28 years after opening M
& M Service Station Equipment Specialists, Inc. The company, which the
Meyers initially ran out of their home, expanded in 2001 with the purchase
of Mid-Valley Supply. Today, M & M operates in multiple states and employs
more than 60 people. The company has been purchased and will be operated by
Mickey Meyer, president and chief executive officer, and Sherrie
Keller, vice president and chief financial officer.

Yazoo City, Mississippi, has pleaded guilty to a violation of the
federal Clean Water Act. Acting U.S. Attorney Harold Brittain says [the
operator] admitted discharging the contents of an underground fuel storage
tank into a sewage line connected to the city's wastewater treatment system,
which created a fire or explosion hazard and risked contaminating water

“State pollution regulators have issued a major fine
against the owner of a Goodhue County (Minnesota) trucking and excavating
firm for illegally installing an aging, corroded underground fuel storage
tank and camouflaging it in an attempt to fool inspectors. Fitzgerald
Excavating and Trucking has agreed to pay $80,000—one of the largest
penalties ever issued by the Minnesota Pollution Control Agency (MPCA)
