MISSOURI FINALIZES UST
REGULATIONS
Revisions to Missouri’s underground storage tank (UST) regulations have
been finalized and will take effect May 30. Among other changes, the new
rules stipulate that:
- Owners and operators of existing UST systems must begin walkthrough
inspections of spill prevention equipment, leak detection equipment and
containment sumps by Jan. 1, 2020.
- USTs installed after July 1, 2017, must be double-walled and have both
tank-top and under-dispenser sumps.
- Owners and operators of USTs installed after July 1, 2017, must use
interstitial monitoring as their primary leak detection method.
- New marinas must be installed in accordance with PEI/RP1000-14:
Recommended Practices for the Installation of Marina Fueling Systems.

LATIN AMERICA STEERING COMMITTEE
PEI is forming a steering committee of Latin American members and others
with a business interest in Mexico, Central America, South America and the
Caribbean to:

Identify the focus of a unique educational
session for Latin American members at the 2017 PEI Convention.

Recommend other 2017 convention sessions for
possible translation into Spanish and/or Portuguese.

Determine and prioritize recommendations for
additional services PEI could develop and provide for Latin America.

PRUITT CONTEMPLATING E15
WAIVER
During a May 3 speech to the National Association of Farm Broadcasters (NAFB),
EPA Administrator Scott Pruitt signaled that the agency may well grant a
waiver to allow E15 to be sold all year long throughout the country. Current
law places extra limits on the evaporative emissions of the nation’s fuel
supply from June 1 to Sept. 15. Since 1991, E10 has been exempted from those
limits. However, when the EPA acted in 2015 to approve E15 for use in 2001
and newer model-year vehicles, the higher blend fuel received no such
exemption.
“We are looking at that
internally, to allow E15 to be sold throughout the year, a national waiver,
if you will,” Pruitt said, in his NAFB remarks. “There’s a statutory
analysis that’s ongoing, and we’re hopefully going to be able to conclude
that process very soon. I very much hope we can get there; it’s just a
matter of whether the statute permits it or not.”

western Iowa. Miller has more than 10 years of experience in the petroleum
equipment industry, including positions in sales, management and training.
Dixon Pumps is moving its production from Billings, Montana to Bonita
Springs, Florida. The change will allow Dixon to better leverage the
engineering, manufacturing and testing resources its parent, Shaw
Development, maintains in Bonita Springs. Dixon’s customer support and
back-office work are already located in Bonita Springs. Product development
activities will continue in both locations.
Guardian Fueling Technologies has made three senior personnel
announcements. Sterling Baker joined the company as operating partner/board
member. Baker comes to Guardian with 25 years of industry experience,
including sales, branch management and executive leadership. Scott Jones of
Charlotte, North Carolina, is the new vice president of mid-Atlantic region
operations. Jones’ began his career in sales and continued into marketing,
service operations, risk management and leadership. Mike Seymour is now
Guardian’s Atlanta branch manager. Seymour is a 40-year veteran of the
fueling and energy industry.
Tanknology Inc. announced May 9 that J. Richard Schnabel, the
company’s executive vice president of sales, will retire at the end of this
month. A 40-year petroleum industry veteran, Schnabel has worked in senior
sales management at Tanknology for the past 20 years.

“Kwik Trip is the latest convenience-store chain to add E15, the 15%
ethanol/gasoline blend, to its fuel offer. It plans to add E15 to most of
its more than 500 sites in Iowa, Minnesota and Wisconsin over the next few
years, and it has already begun the rollout. Once it meets this goal, Kwik
Trip would have among the highest number of E15 locations in the United

The company expects to deploy its flying taxis in Dallas-Fort Worth,
Texas, and Dubai by 2020, chief product officer Jeff Holden said at the Uber

electric aircraft that take off and land vertically, or VTOLs, with zero
