NEW INDUSTRY RESEARCH
The Fiberglass Tank & Pipe Institute (FTPI) has published a white paper
called “Overfill Prevention of Petroleum Underground Storage Tanks and
Adverse Unintended Consequences.” Among other conclusions, the paper reports
that actuation of ball float vent valves pressurizes USTs at levels that,
over time, may weaken tank seams and fitting penetrations, which may cause
product or vapor releases. The paper is available for download on the
FTPI site.
The Fuels Institute
has released a new report entitled “Assessment of the U.S. Fuel Distribution
Network.” This report provides an overview of the United States’ liquid
fuels distribution infrastructure so that those with the ability to affect
the market better understand how it operates. The report may be downloaded
from the
Fuels Institute’s website.

The Portland, Oregon City Council has voted to prohibit new fossil fuel bulk
storage facilities with a capacity of more than 2 million gallons. The
measure also limits the expansion of existing facilities. The Portland area
had been identified by several multinational energy companies as a potential
location for new storage terminals to support fuel exports to growing
markets in the Far East.—The Oregonian, Dec. 14, 2016

“[T]he five-member California Public Utilities Commission
unanimously approved a decision directing PG&E to move ahead with what will
be the country’s largest utility-led EV charging deployment. The ‘Charge
Smart and Save’ plan includes 7,500 EV charging points in workplaces,
multi-unit residential buildings and disadvantaged communities, and is
