Dear PEI Member: A good website is
an effective and inexpensive way to advertise your business and to reach
customers and prospects who are searching online. A cursory review of the
PEI Directory 2016 shows that over 80 percent of PEI members have
websites. Over the years, we have seen these sites become more informative
and effective.
The key to a successful website is content. Although text
continues to make up a large part of that, PEI members have increasingly
turned to images and videos to enhance their sites. For the most part,
members use high-quality photos and videos that make the sites more
aesthetically pleasing and demonstrate professionalism to the customers they
want to attract.
Every once in awhile, we visit a member’s website that
includes unflattering images of products, people, jobsites and/or offices.
The pictures, for a variety of reasons, don’t make the right impression. The
most egregious images are those that depict health and safety violations. It
doesn’t matter if it is a photograph or video of a construction job, service
call, manufacturing operation or a laboratory test—there is no excuse for
showing an image that would make an OSHA compliance officer or plaintiff’s
attorney drool. If a picture on your website or social media is iffy from a
safety perspective, remove it and take another one.
Your website is seen by hundreds—perhaps thousands—of
customers, prospective employees, competitors and regulators. If a picture
is worth a thousand words, you don’t want to own a bad one.
PEI TANK INSTALLATION COMMITTEE
The PEI Tank Installation Committee met September 27-28 in San Antonio to
review public comments to the 2011 edition of PEI’s Recommended Practices
for Installation of Underground Liquid Storage Systems (PEI/RP100). The
Committee was able to resolve all the issues raised by the public comments
and made extensive changes to Chapter 7 (Spill Containment and Overfill
Prevention), Chapter 8 (Secondary Containment) and Chapter 9 (Release
Detection). Some figures in the document must be created or redrawn that
will require additional work by the committee. We expect the new edition of
PEI/RP100 to be available February, 2017.

DIXON PUMPS SOLD TO SHAW DEVELOPMENT
Shaw Development LLC, Bonita Springs, Florida, has completed an asset
purchase agreement for the products manufactured and distributed by Dixon
Pumps, Inc., Billings, Montana. The company is now known as Dixon Pumps,
a Shaw Development Company. Randy Dixon, president and CEO of Dixon Pumps
since 1984, will continue to play a key role in the company.
APPOINTMENTS
IRPCO, Charleston, West Virginia, has added two manufacturer
representative agencies to market its product line. T & D Sales represents
the company in California, Oregon and Washington. Red Mountain Sales now
represents IRPCO in Arizona, Colorado, Idaho, Montana, New Mexico, Nevada,
Utah and Wyoming.
The Acterra Group, headquartered in Marion, Iowa, has hired James
Scott as regional manager for Central Iowa, Western Iowa and Nebraska. He
most recently served as petroleum product sales manager for Meridian
Manufacturing. Scott will be based in Acterra’s Des Moines, Iowa, offices.
Vaporless Manufacturing, Inc., Prescott Valley, Arizona, has hired
Bud Moore as its director of sales. Moore, a veteran of the petroleum
equipment and convenience store industry, will be based at the VMI factory

REGULATIONS
California. As gasoline dispensing facilities replace dispensers to meet
the EMV security requirements, the California Air Resources Board (CARB) has
issued a reminder that replacement of certain equipment, such as dispensers,
may meet the definition of a major modification and trigger CARB’s Stage II

Oklahoma. The Oklahoma Corporation Commission (OCC) has proposed
changes to the OCC Petroleum Storage Tank Division rules on fuel inspection,
USTs, ASTs, indemnity fund and corrective action. The proposed rules will be
discussed at public technical conferences scheduled for 10:30 a.m. on
October 25, and at 10:30 a.m. on November 22 in Oklahoma City. The proposed

“Volkswagen AG is laying out a bold strategy to bring electric vehicles
to the masses with dozens of new models and unprecedented driving ranges,
challenging other carmakers to keep pace a year after the emissions scandal
rocked the German automaker. Volkswagen now plans to bring out 30
battery-operated cars by 2025, with the Audi luxury division targeting three
by 2020. The strategy, the most aggressive in the industry, includes a
target of selling as many as 3 million electric cars a year. That would be
about 25 percent of its global sales, whereas IHS Markit estimates
battery-powered vehicles will account for just 3 percent of worldwide demand

“As rumored for months, Mexico’s finance ministry (SHCP) has proposed
to Congress (in its 2017 budget) that retail transportation fuel prices in
the country begin to be liberalized in January, a full year earlier than
planned. The acceleration is meant to kick-start the fledgling participation
of marketers other than national oil company Pemex in the country’s fuel
marketplace—and the beginning of real price competition—by replacing fixed
(and government subsidized) prices with changeable levels that reflect the
dynamic flow of global petroleum markets.”—Oil Express, September 28,

“Convenience retailer optimism picked up sharply as sales of both
in-store items and motor fuels remained strong for the first nine months of
the year, according to a new NACS survey. More than two in three convenience
store retailers (69%) say that in-store sales in the first nine months of
2016 were higher than the same period last year. And three in five (60%) say
that motor fuels sales were higher compared to the same nine months in 2015.
Only 9% of retailers say that in-store sales were lower and only 14% say
fuel sales were lower than the first nine months of 2016 compared to a year

Empire Petroleum Partners, LLC and Arkansas Valley Companies
announced October 3 that the two entities will merge their assets. Arkansas
Valley operates 137 retail outlets in Oklahoma, Missouri, Kansas and
Arkansas. Empire currently distributes motor fuel products to over 1,300
stations in 27 states.
DEATHS
Philip Douglas (P.D.) McLaren, president of P. D. McLaren Limited,
headquartered in Burnaby, British Columbia, died September 25. He was 71.
P.D. joined his family’s three-generation business in 1964 and became
president and CEO in 1970 when he took over the company from his father. He
is survived by his wife of 49 years, Karen, two daughters and four
grandchildren.
