PEI’s UST System Inspection & Maintenance Committee (Committee) met September 8 in Chicago and updated all but one section of PEI’s Recommended Practices for the Inspection and Maintenance of UST Systems (PEI/RP900).

The last piece of information that will be added to the document is a new Appendix D that deals exclusively with the issues water presents in underground storage tank (UST) systems. Appendix D is the Committee’s response to nine public comments that requested the recommended practice address water management in storage systems, including water detection and removal. Strategies to prevent water intrusion in systems storing ethanol-blended gasoline and diesel were also encouraged by some of the commenters.

Since the Environmental Protection Agency’s (EPA’s) updated (2015) rules included PEI/RP900 as a code of practice that may be used to meet EPA’s walkthrough requirements, the Committee wanted interested parties to have an opportunity to read and comment on Appendix D before it is included in the recommended practice. The public comment period will end Friday, October 14. The Committee hopes to review and act on the comments to Appendix D shortly thereafter and publish a revised PEI/RP900 in December. MIDWEST GOVERNORS SEND LETTER TO EPA SEEKING ETHANOL CHANGES
The governors of Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota and South Dakota sent a letter last week to EPA Administrator Gina McCarthy requesting new standards that would allow stations to sell even more gasoline blended with 15 percent ethanol. The letter said the current setup “is stifling the widespread adoption” of E15 ethanol blends.

HOUSING OPEN FOR 2017 PEI WOMEN CONFERENCE

The 2017 PEI Women Conference is slated for Tuesday through Thursday, April 25-27, 2017, at the Embassy Suites by Hilton Savannah in Savannah, Georgia. The conference will kick off Tuesday with an evening welcome reception and dinner. Educational sessions, interactive workshops and networking opportunities will follow on Wednesday and Thursday morning, with a second dinner on Wednesday evening. MISSOURI PROPOSES TANK RULES

Proposed changes to Missouri’s UST rules were published in the September 15 Missouri Register. A public hearing on this rule action will be held October 20. Written comments are due by midnight October 27.

Royal Dutch Shell is considering selling around 600 gasoline stations in Argentina as part of a strategic review of its downstream assets in the country, Business Times reports. Shell has a 19 percent market share for gasoline stations in Argentina, making it the second biggest seller of gasoline after state-owned YPF.
French oil company Total and Italian renewable energy group Erg are making plans to sell TotalErg, Italy’s fourth largest petroleum station network, according to Reuters. The sale of TotalErg, a joint venture that controls close to 2,600 service stations in Italy with a market share of around 11 percent, comes after a similar move by Royal Dutch Shell in 2014.

Fairfax County, Virginia, has agreed to pay a $64,450 penalty for UST violations at 15 county facilities that store gasoline, diesel or motor oil. The county failed to test pressurized line leak detection equipment at these sites.

ELECTRIC VEHICLE CHARGING CORRIDORS LIVE ON BOTH COASTS

BMW and Volkswagen have completed the installation of 95 new electric vehicle charging stations along heavily traveled roads on both coasts of the United States. The companies collaborated with ChargePoint on their Express Charging Corridors Initiative beginning in January 2015. “The chargers are strategically positioned both within and between relevant metropolitan areas, spaced approximately 50 miles apart, in convenient locations with access to restaurants, shopping centers, rest stops, and more,” the companies said.
