Dear PEI Member:
The PEI Board of Directors met last week in Austin, Texas, and made a number of important decisions related to membership services and association operations. Here is a summary of the actions taken by the group.
Rick Long to Become PEI Executive Vice President. The directors voted unanimously to appoint Rick Long as PEI’s executive vice president and general counsel effective June 1, 2017. He also will become editor of this newsletter immediately after PEI’s 2016 convention in Atlanta. Since 2009, Long has served as PEI’s general manager, associate general counsel and PEI Journal editor in chief. He will replace Bob Renkes, who is retiring from PEI on May 31, 2017.
New Recommended Practice on UST and AST Removal and Decommissioning. The board approved the development of a recommended practice covering the proper removal and decommissioning of underground storage tanks and shop-fabricated aboveground storage tanks.
That topic was the top choice of the PEI Recommended Practices Topic Advisory Committee which considered eight topics in all for possible development as a recommended practice.
Other Board Action. Reports from PEI’s Education and Convention, Strategic Long Range Planning, Safety, Investment and Young Executives Committees were reviewed and approved. Here is a summary of other board action of general interest to PEI members.

A budget of $ 3,345,469 for the 2016-17 fiscal year that began April 1 was approved. That budget includes money for the development of two new recommended practices and revisions to four others. Membership dues will remain at 1993 levels.

The directors welcomed Kurt Witzgall to the board. Witzgall is director of channel management for Veeder-Root Company, Simsbury, CT. He formerly served as co-director for District 10 and now is District 10 director, replacing Lucy Sackett.

Directors participated in a conversation with Douglas Longman from Argonne National Laboratory about the Department of Energy’s Co-Optimization of Fuels and Engines Initiative. The directors provided input about the equipment that will be needed to store, meter and dispense a new fuel for optimized engines that would achieve significantly higher efficiency and produce fewer pollutants than current engines.

A two-day Service and Construction Managers Conference will be sponsored by PEI in 2017.

The scholarship program for PEI members who attend the University of Innovative Distribution will be continued.

PEI RELEASES SAFETY VIDEO ON BARRICADING
PEI has released its first industry safety video: “Properly Barricading the Job Site.” Based on PEI’s acclaimed Dos and Don’ts safety brochures, the video provides recommended procedures for proper barricading and cites industry-specific examples of unsafe practices that should be avoided.
The video is free to members and can be viewed on the PEI Youtube channel: www.pei.org/youtube. Development of the idea for providing PEI members with safety-related videos was a product of the 2015 and 2016 PEI Safety Committees. Two additional safety videos will be released later this year.
RFA ISSUES NEW EQUIPMENT GUIDANCE FOR E15 RETAILERS
Citing continued “confusion in the fuel equipment and retailing communities when it comes to E15,” the Renewable Fuels Association (RFA) has published a five-page guidance document that touches on the following E15-related issues, among others:

What are the equipment options to legally offer E15 to 2001 and newer vehicles?

What dispenser hose configurations are allowed?
-
What are the retail fuel dispenser labeling requirements for each configuration?
EPA SUBMITS 2017 RFS PROPOSAL TO OMB FOR REVIEW
The U. S. Environmental Protection Agency (EPA) delivered its proposed rule for the 2017 renewable fuel standard (RFS) to the White House Office of Management and Budget (OMB) on April 15. OMB review marks a final step before the proposed rule is published in the Federal Register and opened for comments.
The proposed rule contains 2017 renewable volume obligations (RVO) for renewable fuel, advanced biofuel and cellulosic biofuel. It also contains the 2018 RVO for biomass-based diesel. The 2017 RFS faces a November 30 statutory deadline.
RETIREMENTS
Tony W. Honey, vice president sales for Modern Welding Company, Inc., Owensboro, Kentucky, will retire from the company June 12, 2016. He began his 35-year career with Modern in its Orlando, Florida subsidiary in 1981. Tony became Modern’s corporate governmental affairs representative in 1992 and then was elected as vice president/manager of the Augusta, Georgia subsidiary in 1993. He was elected to his current position in 2009. Tony will be relocating to Florida after he retires.
APPOINTMENTS
Seneca Companies, headquartered in Des Moines, Iowa, has named Chris Haggard its new vice president of sales. Haggard joined Seneca Companies in 2011 as branch manager for Tulsa’s Fuel Systems Division.
Ascentium Capital has hired Tony Zieglar as vice president of sales to develop business within the firm’s petroleum division and other specialized niches. Zieglar brings more than 17 years of business financing expertise to the company, including nearly 10 years in the petroleum industry.
Rittiner Equipment Company, Gretna, Louisiana, has hired Bobby Hemphill as its general manager. Hemphill was a regional account manager for Gilbarco for 18 years. He will be responsible for sales and operations for the five Rittiner offices located throughout the Gulf Coast.
PETROLEUM MARKETING NOTES
“After making a big splash by opening its first retail gasoline station in Houston, Texas, late last year, Mexico’s Pemex has put its U.S. retail expansion on hold amid a lower-for-longer oil market environment, industry sources told OPIS April 14.”--Oil Express, April 14, 2016.
Valentine Stores Inc. announced April 15 that it has entered into a definitive agreement with a wholly owned subsidiary of Sunoco LP to sell its 18 retail convenience stores serving Upstate New York to Sunoco.
Chevron Corp., San Ramon, California, has reached an agreement with private-equity firm One Rock Capital Partners to sell its 58 retail stations, a refinery in Kapolei, four terminals, pipeline distribution systems and other related downstream assets in Hawaii.
Breeze Thru Markets LLC, a wholly owned subsidiary of Cary Oil Co. Inc., has acquired the convenience store assets of Mount Airy Oil Co. Inc. in a transaction that closed April 13.
Global Partners, Waltham, Massachusetts, is putting 86 non-strategic convenience stores with gasoline in the Northeast and Mid-Atlantic up for sale. Of the 86 sites, 28 are located in Connecticut, 22 in Massachusetts, 12 in New York, eight each in Maine and New Hampshire, five in Rhode Island and three in Maryland.
