Dear PEI Member:

The tabulation of ballots has been completed in the nominating election of PEI board members from our odd-numbered membership districts and the Service and Construction Division. Three members received enough votes in the nominating stage of the election process to be elected to the board without a runoff election. Four members ran unopposed and already have been certified winners by the PEI Election Commission. The two nominees from the Service and Construction Division who received the greatest number of points now go into a runoff election. Ballots for the runoff will be emailed today.

Here are the election results, according to Joey Cheek, Guardian Fueling Technologies, Jacksonville, Florida, chairman of the PEI Election Commission.

Distributor District 1 – The new director is James D. Ether, R. M. Dalrymple Co., Inc., Saratoga Springs, New York. He succeeds Susan Scott, J. W. Scott Service Station Equipment, Trenton, New Jersey.

Distributor District 3 – The new director is Blair D. Shwedo, SouthEastern Petroleum Systems Inc., Charlotte, North Carolina. Shwedo replaces Joey Cheek, Guardian Fueling Technologies, Jacksonville, Florida.

Distributor District 5 – The new director is Sara Beck, MECO, Inc. (Montgomery), Montgomery, Alabama. She succeeds Susan Maples, RBM Company, Knoxville, Tennessee, in that position.

Distributor District 7 – The new director is Kurt Radermacher, Pump & Meter Service, Inc., Hopkins, Minnesota. Radermacher succeeds Jason Munson, Dockendorf Equipment Company, Sioux Falls, South Dakota.

Distributor District 9 – The new director representing Distributor District 9 is John W. Moore, Banks & Co., Fresno, California. Moore replaces Ryan Rethmeier, Western Pump, Inc., San Diego, California, as director from District 9.

Manufacturer District 11 – The new director is Jeanne Murphy Murck, Core Engineered Solutions, Inc., Herndon, Virginia. Murck currently serves on the PEI Board of Directors, having moved up from her co-director position upon the resignation of District 11 director Kendra Barzak this spring.

Manufacturer District 13 – The new director is Greg Young, Vaporless Manufacturing, Inc., Prescott Valley, Arizona. He succeeds Richard Basham, IRPCO, LLC, Charleston, West Virginia.

Service and Construction Division – The two nominees in the runoff are Gregory E. Dubas, Pine Run Construction Corp., Doylestown, Pennsylvania, and Edward S. Kubinsky, Jr., CROMPCO, LLC, Plymouth Meeting, Pennsylvania.

TENNESSEE PROPOSES TO AMEND VAPOR RECOVERY REGULATIONS
The state proposes to remove its Stage II vapor recovery requirements from TAPCR 1200-03-18-24, which covers the five-county Middle Tennessee area (Davidson, Rutherford, Sumner, Williamson and Wilson Counties). As proposed:

Gasoline dispensing facilities with existing Stage II vapor recovery systems would have to decommission and remove their Stage II systems no later than January 1, 2019.
On and after January 1, 2016, no gasoline dispensing facility would have to install a Stage II system.
Stage II systems must be removed according to PEI’s Recommended Practices for Installation and Testing of Vapor-Recovery Systems at Vehicle-Fueling Sites (PEI/PRP300-09).

In a related rulemaking proposal, Tennessee proposes to lower the applicability thresholds for certain gasoline storage tanks subject to federal Stage I requirements. Tennessee’s revised state requirements would be as stringent as or more stringent than the comparable federal requirements.

DEF COMMITTEE MEETS AND REVISES RP1100
The PEI DEF Committee met July 21-22 in Chicago and acted on more than 50 public comments offered to revise PEI’s Recommended Practices for the Storage and Dispensing of Diesel Exhaust Fluid (DEF) (PEI/RP1100-10). Over 35 of the comments were accepted in one manner or another and will be incorporated into the next edition of the recommended practice. Expected publication date is September 2015.

JONES & FRANK NAMES BOLCH CEO
Jones & Frank, Raleigh, North Carolina, has named Jim Bolch chief executive officer. Bolch also will join the Jones & Frank board of directors, effective immediately. Most recently, Bolch served as president and CEO of Exide Technologies, one of the world’s largest producers and recyclers of lead acid batteries, with operations in more than 80 countries and annual revenue in excess of $3 billion. Prior to joining Exide, he was president of the Industrial Technologies Sector of Ingersoll Rand.

BRIEFLY NOTED
The U.S. District Court of Appeals for the District of Columbia Circuit has rejected biofuel producers’ suit claiming that an EPA fuels testing policy bars ethanol blends containing 30 percent ethanol (E30) from the marketplace, with the three-judge panel saying any such barrier is a statutory issue and not a fault of EPA’s policy.
RaceWay is selling 30 convenience stores in seven states, including nine in Tennessee, five each in Alabama and Florida, four in South Carolina, three in Georgia, two in Texas and one each in Arkansas and Mississippi. RaceWay dealers operate more than 300 convenience stores with gasoline in 12 states. The brand is owned by RaceTrac Petroleum Inc., which has more than 370 RaceTrac locations in five states.
EPA’s updated underground storage tank (UST) regulations are final. The regulations are available in the July 15, 2015 Federal Register.
