Dear PEI Member: PEI’s Recommended Practices for the
Design, Installation, Operation and Maintenance of Compressed Natural Gas (CNG)
Vehicle Fueling Facilities (PEI/RP1500-15) is now available from the
Institute.
Although CNG fueling facilities are common in many
parts of the world, CNG stations are relatively rare in North America. In
recent years, dramatic increases in natural gas production in the U.S. have
given CNG a cost advantage over traditional liquid motor fuels. As an
example, the street price today for a gasoline-gallon-equivalent of CNG in
Oklahoma is 99 cents. This cost/price advantage has provided the incentive for
many fleet operators and some members of the general public to look to CNG
as a way to significantly reduce fuel costs.
The recommended practices developed by PEI apply to
outdoor CNG refueling facilities that receive quality natural gas from a
utility or non-utility distribution system, remove moisture from the gas,
compress the gas to several thousand pounds per square inch, store limited
quantities of compressed gas, and dispense the gas into vehicle fuel
cylinders. The document covers time-fill and fast-fill fueling methods,
commercial fleet fueling facilities (which may be open to the public as
well), retail fueling facilities, and fueling appliances intended to fuel a
small fleet of vehicles.
PEI/RP-1500 is PEI’s most ambitious recommended
practice to date. Containing 116 pages, RP1500 begins by describing the
characteristics of natural gas, explains how a vehicle is filled with CNG,
describes the basic components of a CNG system, and goes into great detail
showing how a CNG station is designed, constructed, connected and tested.
Guidelines are also provided for the proper operation and maintenance of a
CNG fueling system.

REGULATORY BRIEFS
Massachusetts. The commonwealth recently passed new underground storage tank
regulations which require cathodic protection testers to be certified. To
help meet this new requirement, the Steel Tank Institute (STI) is offering a
cathodic protection tester certification class in Worcester, Massachusetts,
on April 7-8. For further details, click

Missouri. “Missouri’s Department of Natural Resources plans to propose new
rules for USTs later this year. It is likely the DNR will propose a deadline
of July 1, 2017, after which any newly-installed underground tank or piping
will have to be double-walled. The DNR’s rule package may also contain new
equipment testing requirements and/or requirements for owners/operators to
periodically inspect their UST equipment; these provisions will likely be
triggered by new federal rules expected to be published soon.”—Latest Leaks,

The PEI DEF (Diesel Exhaust Fluid) Committee is soliciting comments to
revise PEI’s Recommended Practices for the Storage and Dispensing of Diesel
Exhaust Fluid (PEI/RP1100-10). If you have suggestions or recommendations
for improving PEI/RP1100, submit them online at

“Cheaper gasoline means tougher sledding for producers of ethanol. Ethanol
makers are looking to the export market for a hike in sales, but low oil
prices, a stronger dollar and the softening global economy will keep a
damper on exports. To spur sales, producers will lobby gas stations to add

The U.S. Environmental Protection Agency (EPA) plans to issue its proposal
for Renewable Fuels Standards for 2014, 2015 and 2016 by June 21, 2015,
according to Christopher Grundler, a director at EPA’s Office of Air Quality
and Transportation. Grundler made his comments on February 19 during the
annual conference of the Renewable Fuels Association.
Murphy USA will offer E15 to customers in the suburbs of Chicago and Houston
later this year, according to a February 12 announcement from the company.
