Dear PEI Member:

The tabulation of ballots has been completed in the nominating election of PEI board members from our even-numbered membership districts and the affiliate division. In one district, two members tied and the election was determined by lot. Four members ran unopposed and already have been certified winners by the PEI Election Commission. The two nominees each from District 12 and the Affiliate Division who received the greatest number of points now go into a runoff election. Ballots for the runoff will be emailed Monday, July 28.

Here are the election results, according to Dennis Rethmeier, Western Pump Inc., San Diego, California, chairman of the PEI Election Commission.

Distributor District 2 – The new director is J. Benjamin Hieber, PWI, Incorporated, New Oxford, Pennsylvania.

Distributor District 4 – The new director is Andy Mercer, R. W. Mercer Company, Jackson, Michigan.

Distributor District 6 – The new director is Tad Cooper, Acterra Group, Inc., Marion, Iowa. Cooper and Douglas R. Harmon, DRW Services, Inc., Chicago Heights, Illinois, tied in the balloting and the winner was determined by lot.

Distributor District 8 – The new director is Stephen E. Dixon, P. B. Hoidale Company, Inc., Wichita, Kansas.

Manufacturer District 10 – The new director is Lucy Sackett, Gilbarco Veeder Root, Greensboro, North Carolina.

Manufacturer District 12 – The two nominees in the runoff are Brad F. Baker, Husky Corporation, Pacific, Missouri, and Frank De Poli, Elaflex Latin America, Buenos Aires, Argentina.

Affiliate Division – The two nominees are Dave Cousminer, Alpolic Materials/Mitsubishi Chemical FP America, Chesapeake, Virginia, and Cassie Stewart Mullen, Linq3, New York, New York.

NCWM MEETING UPDATE
The 99th Annual National Conference on Weights and Measures was held in Detroit, Michigan, July 14-17. Organizers reported the highest attendance in a decade, due in part to proposed changes to the measurements standards for CNG and the pore size of diesel filters.

The proposal to require a 10 micron filter on diesel dispensers was opposed by the associations representing the retail fueling industry. They cited, among other things, the additional cost involved in changing filters more frequently. The 10 micron filter mandate was defeated by delegates to the NCWM.

A proposal to create a diesel gallon equivalent (DGE) method of sale for compressed natural gas (CNG) and liquefied natural gas (LNG) was also unsuccessful. This means that CNG will continue to be sold in gasoline gallon equivalents (GGE). The matter was returned to committee and is expected to be raised again, perhaps as soon as next year.

A handful of changes were approved by the delegates in Detroit that will impact a few PEI members. Most will be effective January 2015 and include:

  • Labeling requirements for bulk oil containers;
  • Substituting the term E85 with “Ethanol Flex Fuel”;
  • Clarification for POS systems offering electronic receipts;
  • New labeling requirements for DEF dispensers (effective January 2016).

RED HILL STORAGE FACILITY UPDATE
The Hawaii State Department of Health held an informational meeting July 15 to discuss the U.S. Navy’s petroleum release at the Red Hill Fuel Storage Facility (see June 12, 2014 TL). Reports from the meeting noted that the Navy will spend $60 million to refurbish the tanks at Red Hill over the next two years. It was also reported that the Navy will award an advanced leak detection study and a secondary containment study by November 2014.

, Dublin, Ohio, has promoted Eric Fitzpatrick to the position of director of sales and marketing for HBD/Thermoid, Inc. Fitzpatrick joined HBD/Thermoid in 2013 as the company’s general sales manager.
OPW, a Dover Company, Lebanon, Ohio, has promoted Josh Vander Hey to western regional sales manager for its Retail Fueling business unit. Vander Hey joined OPW in 2011 and has been a leader in OPW Retail Fueling operations for Texas, Oklahoma and Louisiana.
