Dear PEI Member:

There is trouble in paradise—and the government needs help.

The United States Environmental Protection Agency (EPA) Region 9 is supporting a Hawaii Department of Health (DOH) effort to oversee United States Department of Navy (Navy) efforts to address future and past fuel leaks at the Navy’s Red Hill Fuel Storage Facility (Red Hill) that serves the Joint Base Pearl Harbor-Hickam, located two and one-half miles north and east of Pearl Harbor on the island of Oahu in Hawaii. In an effort to provide support to DOH, EPA is conducting initial research to identify expertise available to provide technical oversight and support related to the Red Hill response effort.

This is not your run-of-the-mill underground storage tank (UST) facility. Red Hill was constructed in the early 1940s to store essential fleet and aviation fuels. Red Hill consists of 20 field constructed USTs with a total combined capacity of approximately 250 million gallons connected to pipelines within a tunnel system that terminates at a fueling pier. Each tank was constructed/installed vertically and measures 100 feet in diameter and 250 feet high. The USTs were constructed by mining out voids in the basalt rock and lining the voids with reinforced concrete and steel plate. A video describing the general construction of the facility can be seen here. The video is well done and offers a great history and engineering lesson for those unfamiliar with the Red Hill project.

In January 2014, Red Hill had an apparent 27,000-gallon release of jet fuel from one of the tanks. Evidence and data also suggest historic releases from the Red Hill UST system—a system that was not designed to meet today’s standards. EPA and DOH are working with the Navy to investigate and remediate the release, and explore and implement actions to prevent future releases.

EPA asked PEI to put the word out in the form of a Request for Information (RFI) that seeks expertise and relevant experience in some or all of the areas identified below to assist with the Red Hill response effort.

GILBARCO BUYS ANGI ENERGY SYSTEMS
Gilbarco Veeder Root, Greensboro, North Carolina, said June 6 that it has signed a definitive purchase agreement to acquire ANGI Energy Systems LLC, Janesville, Wisconsin, pending final closing conditions. ANGI provides systems to compress and dispense natural gas in the North American market.

ANGI will continue to operate under its current brand as a division of Gilbarco Veeder Root. The division will operate out of its facility in Janesville. Upon closing, John and Andy Grimmer will be joining Gilbarco as president and general manager of ANGI, respectively. Current management team members will continue in their current roles.

RETIREMENTS
Al Eichorn, vice president of sales for PMP Corporation, Avon, Connecticut, has announced his retirement from the company after 27 years in the industry. Eichorn, a current member of the PEI Board of Directors, has been elected five times by members of PEI Manufacturer Division 10 to serve on the PEI board. The effective date of his retirement has not yet been determined, pending selection of someone to fill the national sales role.

PEI BOARD ELECTION DEADLINE
It is time to begin the process of electing members to the PEI Board of Directors. Under PEI’s election procedure, the official representative or a duly appointed alternate must request to have his/her name included on the ballot. A form for that purpose was sent June 2 to the official representatives of PEI member companies from the even-numbered districts of PEI’s distributor and manufacturer divisions and PEI’s affiliate division. It is available at www.pei.org/election. The completed form must be received in Tulsa by the close of business on Monday, June 23, for the name to appear on the ballot.

“Fifty years ago an innovation forever changed fueling—and even retail as a whole—when convenience store operator John Roscoe flipped the switch at a convenience store in Westminster, Colorado, to activate the first U.S. remote access self-service gasoline pumps. On June 10, 1962, the store sold a little more than $36 of gas—124 gallons to be exact—but selling fuel would never be the same. Roscoe’s wasn’t the first self-service gas station—as far back as the 1930s, some stores allowed customers to pump their fuel with a nearby attendant resetting the pump and collecting money—but this station was the first that allowed true self-service as we’ve come to know it.”—NACS Daily, June 9, 2014.
Registrations for diesel-fueled passenger cars increased 30 percent from 2010 to 2013, according to a new study released June 4 by the Diesel Technology Forum. Overall car vehicle registrations climbed just 3.6 percent over the same period.
OPW, a Dover Company, has promoted Dave Morrow to director of product management for its chemical and industrial business unit. Prior to this appointment, Morrow was the product manager for OPW Engineered Systems.
Par Petroleum Corp., the parent company of Hawaii Independent Energy LLC, announced that it has reached an agreement to acquire Koko’oho Investments Inc., the parent company of Mid Pac Petroleum LLC, for $107 million. Mid Pac operates or distributes through more than 80 retail sites and four terminals across Hawaii.
EPA has extended the compliance deadlines for the 2013 renewable fuels standards. The new deadlines are September 30, 2014, for obligated parties to submit their compliance demonstration reports to EPA and January 30, 2015, for submission of the attest engagement reports.
Robert Fine II, owner of FINEnvironmental, Lenexa, Kansas, was sentenced to 30 months in federal prison after pleading guilty to one count each of mail fraud and money laundering for bills submitted to the Missouri Petroleum Storage Tank Insurance Fund (PSTIF). The court also ordered Fine to pay a $50,000 fine in addition to $1,505,514 in restitution he previously paid to PSTIF.
