Dear PEI Member: The second
edition of PEI’s Recommended Practices for the Installation of Marina
Fueling Systems (PEI/RP1000-14) is now available from PEI. The 2014
edition supersedes and replaces the 2009 edition of RP1000.
The 26-page manual provides authoritative guidance on
how to deal with the challenges of constructing safe, environmentally
protective marina fueling facilities that will allow reliable and economical
service for many years. Several substantive changes were made in the 2014
edition, including revisions to text and a diagram describing special
requirements for underground and aboveground piping systems at marinas. Many
editorial changes also were made that improve the readability of the
document.
The publication was revised by the PEI Marina Fueling

Four other PEI recommended practices are at some
stage of development or revision. Here is a status report on each of them.

PEI is soliciting individuals who
would like to serve on the committee responsible for writing PEI’s new
document with the working title Recommended Practices for the Installation
of LNG/LCNG Fueling Systems (PEI/RP1600). The document will cover the
installation of LNG and LCNG systems for private and public fueling. The
publication will cover fuel properties, cryogenics, storage, pumping,
piping, dispensing and fueling operations in addition to safety issues and
applicable fire codes. All members of the committee will be expected to
attend four two-day meetings over a 24-month period, beginning early next
year. Committee members are responsible for expenses associated with
travel and lodging; PEI picks up the meals during the meeting. Only
individuals with relevant experience with LNG fueling systems should

committee. Please include a brief statement describing your
experience/qualifications with LNG systems. Phil Farrell, 2014 PEI
president, will appoint committee members in June.

Recommended Practices for the Design
and Maintenance of Fluid Distribution Systems at Vehicle Maintenance
Facilities (PEI/RP700). The deadline for comments to revise the 2009
edition of this recommended practice is May 16. Those wishing to submit
comments can do so at

Recommended Practices for the Design
and Installation of Fueling Systems for Emergency Generators, Stationary
Diesel Engines and Oil Burner Systems (PEI/RP1400). The Generator Fuel
System Installation Committee will meet June 24-25 to review 103 public
comments to its draft document. Expect the first edition of RP1400 to be
available in September.

Recommended Practices for the Design,
Installation, Operation and Maintenance of Compressed Natural Gas (CNG)
Vehicle-Fueling Facilities (PEI/RP1500). The CNG Fueling System
Installation Committee is completing its work on the draft of this new
document. The committee expects the draft will be available for public
comment this summer.

PETROLEUM EQUIPMENT SERVICE OF NEW HAMPSHIRE
ACQUIRES INDUSTRIAL PETROLEUM SUPPLY
Petroleum Equipment Service of New Hampshire has acquired the assets of
Industrial Petroleum Supply of Hackensack, New Jersey. Industrial Petroleum
Supply was founded in 1953 by the late Joseph Gioffre who retired in 1992.
The company has been successfully operated by his children Louis and Janet
Gioffre, who have been at Industrial since the mid-1970s. Charles Desfosses
is president and CEO of the newly combined companies. The New Jersey
operation will be known as “Industrial – PES” with Louis and Janet serving
as vice president and office manager, respectively.
OPW COMBINES PDQ AND OPW FUEL MANAGEMENT SYSTEMS
OPW has formed a new business unit called OPW Electronic Systems. The
new business unit is comprised of OPW Fuel Management Systems and PDQ
Manufacturing, Inc. Phil Carlin will lead OPW Electronic Systems as vice
president and general manager and assume responsibility for the PDQ
business. Gerry Hanrahan has been appointed director of sales for OPW
Electronic Systems.
PEI WOMEN COMMITTEE APPOINTED
PEI president Phil Farrell has appointed nine members to serve on the
newly formed PEI Women Committee. Members include: Kristi Peterson (chair),
Xerxes Corporation; Nichol Benavides, Petroleum Solutions, Inc.; Lisa
Blassingame, NOV Fiber Glass Systems; Christine Blumberg, Southeastern
Petroleum Systems Inc.; Paola Bravo, S. Bravo Systems Inc.; Joyce Couch,
Husky Corporation; Lynn Fry, RSSE Inc.; Michelle Kautz, Wayne, A GE Energy
Business; and Susan Regier, P.S.I. Equipment Sales, Inc. The committee’s
first meeting will be May 21 in Chicago.
EPA NEWS
The US Environmental Protection Agency (EPA) has retroactively lowered
the volume of cellulosic ethanol that had to be blended into gasoline and
diesel in 2013 under the Renewable Fuel Standard (RFS). EPA acted as it did
because of the limited commercial availability of the biofuel.
EPA’s Office of Underground Storage Tanks has reiterated its belief
that the new federal underground storage tank rules, proposed in late 2011,
should be finalized by the fall of 2014.
RETAIL PETROLEUM NEWS
Energy Transfer Partners, L.P. (ETP) announced yesterday that it has
entered into a definitive merger agreement whereby ETP plans to acquire
Susser Holdings Corporation in a unit and cash transaction valued at
approximately $1.8 billion. By acquiring Susser Holdings, ETP will own,
among other things, Susser’s 630 convenience stores operating under the
“Stripes” brand. The addition of Susser to ETP’s Sunoco network of more than
5,000 retail stations broadens Sunoco’s geographic footprint beyond the East
Coast to include Texas and the surrounding states.
The Iowa legislature last week sent to Governor Terry Branstad a bill
that extends Iowa retailer ethanol tax credits through 2017. The E15-plus
retailer tax credit was increased to 10 cents per gallon from June 1 to
September 15. That provision was written to offset the increased cost
required to blend and sell E15 as a registered fuel during the summer. Iowa
lawmakers also extended through 2017 the state’s biodiesel tax credit of 2
cents per gallon on the first 25 million gallons of biodiesel produced in
any single plant. Governor Branstad is expected to sign the bill.
