CARB SCHEDULES WORKSHOPS ON 2014 VAPOR RECOVERY RULEMAKING
The California Air Resources Board (CARB) will hold two public workshops to discuss conceptual changes to the state’s vapor recovery regulations. CARB staff will provide a status report on the ongoing field study to determine the prevalence and impact of In-Station Diagnostic (ISD) systems over pressure alarms. Staff also will discuss concepts under consideration for second generation ISD requirements and proposed liquid release standards for nozzles that do not have vapor return paths. The workshops will be held in Sacramento (March 7) and Diamond Bar (March 14). The workshop notices, directions, teleconference instructions and agenda are available here.

NACS PUBLISHES FUTURE OF FUELS REPORT
Gasoline will remain the dominant fuel powering light duty vehicles through 2040, but consumption will drop 24 percent and market share will decrease 14 percent as fuel efficiency improves and other fuels—most notably diesel fuel—increase their penetration into the market, according to the 2014 “Future of Fuels” report released by NACS.  The report analyzes projections made by the U. S. Energy Information Administration (EIA) in its Annual Energy Outlook 2014. Other findings of interest to PEI members include:

  • Liquid fuels—gasoline, diesel and E85—will continue to have greater than 99 percent market share in 2040.
  • Increased energy efficiency of vehicles on the road will lead to an overall 8.0 percent decline in liquid fuel consumption by 2040.
  • Gasoline’s share of the liquid fuels market is forecast to drop from 71.6 percent to 59.1 percent by 2040. Diesel fuel will expand from 28.4 percent to 38.8 percent over the same time period, while E85 will increase from 0.1 percent to 2.0 percent.
  • Non-liquid fuel alternatives—natural gas, propane, electricity and hydrogen—will increase their total contribution to the light duty vehicle energy consumption by 125 percent, but still only contribute 0.7 percent of the energy consumed by 2040.

The entire Future of Fuels report is available here.
