PEI is now soliciting comments on its
new Recommended Practices for the Design and Installation of
Fueling Systems for Emergency Generators, Stationary Diesel Engines and Oil
Burner Systems, PEI/RP1400-14.
The proper design and installation of fueling systems
for emergency generators and oil burners requires special knowledge, skill
and experience to ensure continued safe and reliable operation of the
systems. To date, standard and consistent engineering practices regarding
the design and installation of these systems have not been fully developed
and disseminated. Recognizing this, the 2012 PEI Board of Directors
authorized the formation of a committee to write viable guidelines/practices
to fill this critical need.
A draft copy of this new recommended practice is now
available for review and comment by downloading a copy from PEI’s website at
www.pei.org/RP1400. Keep in mind that the practices in this document are
limited to the design and installation of shop-fabricated tanks, piping and
auxiliary equipment for oil burners and stationary systems providing fuel to
diesel-powered pumps and generators for primary, standby and emergency use.
These recommended practices only address systems that operate on distillate
fuels, such as diesel and #2 fuel oil. Systems using gasoline, natural gas,
compressed natural gas, liquefied petroleum gases and/or any other product
are not covered in this document.
Comments on this draft must be made online at
www.pei.org/RP1400. Comments are due by Friday, April 4. We anticipate a
final document will be available in July.
The practices are the consensus recommendations of the

NATIONAL CONFERENCE ON WEIGHTS & MEASURES REPORT
The 2014 interim
meeting of the National Conference on Weights & Measures (NCWM) was held
January 19-22, in Albuquerque, New Mexico. A number of issues relevant to
PEI members were discussed, and several proposals are headed to a final vote
at NCWM’s annual meeting in July, including:

A requirement that most diesel dispensers have
10-micron filters. This item generated a great deal of debate in
Albuquerque. An exclusion for high flow dispensers (over 15 gpm) seemed to
satisfy some but by no means all of the retailers in attendance.

A rule that would allow three different methods
of sale at public CNG dispensing facilities: gasoline gallon equivalent,
diesel gallon equivalent or mass.
-
Another CNG item that seeks to recalculate the
exact gasoline/diesel equivalences based on the latest data available.
-
DEF marking requirements for all containers and
dispensers.
-
Language to make electronic receipts more
practical.
-
Amendments to the requirements for labeling motor oil
containers, dispensers and bulk storage tanks.
The exact wording for some of these items is still
being ironed out. NCWM will publish the final language for the voting items
in April. Other measures that remain under
discussion but will not be up for a vote in July include:

The coordination of retail price posting on
street signage and dispensers;

Retail price posting and discount calculations;
-
Elimination of 85 octane gasoline; and
-
Electric vehicle "fueling"
and metering.
The 2014 annual meeting of
NCWM will be held July 13-17, 2014, in Detroit, Michigan.
PEI’S DISTRIBUTOR COMPENSATION SURVEY
PEI’s 2014 Employee Compensation Survey, compiled by the
Profit Planning Group in Boulder, Colorado, is open. Distributor members are
encouraged to submit their completed forms as soon as possible.
The survey provides an analysis of management and
employee pay scales, employee benefits and sales compensation policies
across a broad spectrum of wholesalers. A special section devoted to PEI
members is also included.
There is no cost to participate in the survey.
Distributors contributing information will receive a copy of the two-volume
Employee Compensation Report, which includes results from both PEI and other
wholesale industries, free of charge. The Employee Compensation Report is
$295 for non-participating distributors.
The survey was distributed to all distributors in the
U.S. and Canada via email in early January. If you would like to receive a

ACQUISITIONS
Schneider Electric has closed on its acquisition of
Invensys plc, a publically listed company based in London, United
Kingdom. Robertshaw Industrial Products, developer of the Centeron
family of products and the Centeron Wireless Tank Monitoring System, is part
of Invensys. A Robertshaw press release issued January 20 states that all
current commitments will be honored and all Invensys contacts will remain
the same.
Petroleum Solutions, Inc., (PSI) Edinburg, Texas, has recently
acquired two companies. Lachappelle Electric is a San Antonio based
company that specializes in commercial electrical services. It will do
business under its current name and begin operations February 3 at 14833
Bulverde Road, San Antonio, Texas. 210-432-1881. Donnie Magott oversees
operations; Gary Lachappelle is in charge of project bids. PSI also acquired
Evan’s Pump, a petroleum equipment service provider serving the
Dallas/Ft. Worth region. The company will meld Evan’s operations into PSI’s
nearby branch location. Marc Kirk, former manager of Evan’s Pump, will now
oversee the service aspects of PSI’s DFW branch at 1362 W. N. Central

E15 IN THE NEWS
Mapco Express Inc., Brentwood, Tennessee, has announced plans to sell
E15 at newly built stores and some mega convenience stores beginning in
2014, with a longer-term goal of offering the fuel at 100 stores.—CSPnet.com,

Murphy USA is now dispensing E15 near El Dorado, Arkansas, and plans
to expand the availability of E15 this winter. “The move represents the
first case of a highly competitive chain retailer taking the E15 plunge, and
as such could represent a tipping point for the availability of the higher
alcohol fuel.”—Oil Express, December 11, 2013.
California is not going to be on the leading edge of the higher
ethanol revolution. “The California Air Resources Board (CARB) has not
approved E15 for use, and at the OPIS LCFS Workshop this week, Mike Waugh,
chief of CARB’s transport fuels branch, said that approval of E15 is several
years away, perhaps as many as five years.”—Oil Express, December 13,

CNG UPDATE
“Following the opening of two new compressed natural gas (CNG) fueling
sites this month, La Crosse, Wisconsin-based Kwik Trip Inc. expects to bring
its CNG station tally to at least 30 by the end of 2014.”—Oil

Love’s Travel Stops said January 7 that it will introduce fast-fill
compressed natural gas (CNG) fueling capacity for heavy-duty trucks at 11 of
its travel stops in Texas and Oklahoma in the second quarter.—Oil
