Dear PEI Member: Legislation was introduced last week in the Senate by
Sen. Tom Harkin (D-Iowa) that would create a system of supports to build up
the nation's renewable fuel infrastructure.
The
bill (S.1563) would create a $1 billion grant program for the
installation of ethanol pumps at gasoline stations, require the Department
of Energy to issue new regulations that compel major fuel distributors to
install at least one ethanol pump at half of their gasoline stations by
2022, and create a loan guarantee program to fund renewable fuel pipelines.
According to a draft version of S.1563, the $1 billion in appropriations for
the blender pump grant program would be authorized between fiscal 2014 and
2018. The grants would be available to purchase and install blender pump
fuel infrastructure (pumps and tanks are specifically mentioned) necessary
to sell ethanol fuel blends, including E85. The federal share would be
limited to 50 percent of the total cost of the project. Major fuel
distributors would not be eligible for a grant.
However, the Harkin legislation would force major fuel distributors to
install at least one blender pump at 10 percent of their gasoline stations
by 2016 and to increase that amount to 50 percent by 2022. The bill defines
"major fuel distributor" as "any person that owns a refinery or directly
markets the output of a refinery." The bill was introduced September 30
as the government shutdown took center stage, so details are still sketchy.
Original co-sponsors of the bill are Sens. Al Franken (D-Minn.), Amy

PEI’s MARINA SYSTEM INSTALLATION
DOCUMENT TO BE REVISED
The 2013 PEI
Marina Fueling System Installation Committee is soliciting comments on PEI's
Recommended Practices for the Installation of Marina Fueling Systems
(PEI/RP1000-09). The publication describes how to construct a marina fueling
facility that is protective of human health and the environment, easy to
maintain, and
user-friendly for both the operator and the customer.
The 26-page document offers recommendations for materials, design and
installation procedures suitable for a variety of marine environments,
including:

fresh and salt water
-
still and moving water
-
stable, tidal and fluctuating water levels.
PEI members, regulators, tank owners, marina operators and trade associations are encouraged
to comment on and suggest changes to the document.
If you have suggestions or recommendations for revisions to RP1000-09,
submit them online at www.pei.org/rp1000.
Instructions for completing the form are provided on the website. As a
reminder, all PEI recommend practices are available for comment 24 hours a
day, 7 days a week, 365 days a year.
All comments to this document must be received at PEI by Friday, November
22, 2013, to be considered by the committee for the next edition of RP1000.

REGISTRATION OPENS FOR PEI YOUNG EXECUTIVES WINTER CONFERENCE
Registration is now open for PEI's 2014 Young Executives Winter
Conference, February 6-8, 2014, at the Caribe Hilton in San Juan, Puerto
Rico.
The keynote speaker for the event is Chip Madera, a leadership
development expert who works with organizations that want to increase their
performance potential. Madera has an extensive client list that includes The
Mayo Clinic, Verizon, Westinghouse, AT&T, GE Capital and Gatorade.
The Winter Conference early registration fee is $395 for PEI Young
Executives members and $495 for non-members (non-member fee includes a
one-year Young Executives membership). Spouses or guests also are invited to
attend for a fee of $125, which includes all meals and receptions. These
registration fees are valid until December 13, 2013.
The conference room rate for the Caribe Hilton is $199 per night,
excluding taxes and resort fees. The housing deadline is January 3, 2014.

OPW PROMOTES MOYE AND EVANS
OPW, A Dover Company, has promoted Keith Moye to vice president of
global marketing. He has served as the vice president of sales and marketing
for OPW Fueling Components, North America, since 2008. Parrish Evans was
promoted to director of sales for OPW's newly formed Retail Fueling Business
Unit. Evans was most recently OPW's eastern regional sales manager.
SUNOCO PURCHASES MID-ATLANTIC CONVENIENCE STORES
Sunoco Inc. has purchased Mid-Atlantic Convenience Stores (MACS),
Richmond, Virginia, for an undisclosed sum. MACS operates convenience stores
and gasoline stations in Maryland, Delaware, Virginia and Washington, D.C.
Included in the purchase were 71 convenience stores that were rebranded to
Circle K locations earlier this year and 230 dealer-operated sites.
