The tabulation of ballots has been completed in the nominating election of PEI board members from our odd-numbered membership districts and the Service and Construction division. Two members received enough votes in the nominating stage of the election process to be elected to the board without having to participate in a runoff election. Three members ran unopposed and already have been certified winners by the PEI Election Commission. The two nominees each from Districts 5 and 11, and the Service and Construction Division who received the greatest number of points now go into a runoff election. Ballots for the runoff will be mailed today.

Here are the election results, according to Peter Ward, Glasgow Equipment Services, Inc., Riviera Beach, Florida, chairman of the PEI Election Commission.

Distributor District 1 - The new director is Susan Scott, J. W. Scott Service Station Equipment, Trenton, New Jersey.

Distributor District 3 - The new director is Joey Cheek, JMP Solutions, Inc., Tampa, Florida.

Distributor District 5 - The two nominees in the runoff are Susan Maples, RBM Company, Knoxville, Tennessee, and Michael Shelby, The Southern Co. of NLR, Inc., North Little Rock, Arkansas.

Distributor District 7 - The new director is Jason Munson, Dockendorf Equipment Company, Sioux Falls, South Dakota.

Distributor District 9 - The new director is Ryan Rethmeier, Western Pump Inc., San Diego, California.

Manufacturer District 11 - The two nominees in the runoff are Kendra Barzak, Hamilton Tanks, Columbus, Ohio, and Brian Shelton, Clawson Tank Company, Clarkston, Michigan.

Manufacturer District 13 - The new director representing Manufacturer District 13 is Dick Basham, IRPCO, LLC, Subsidiary Lewis-Goetz & Co., Poca, West Virginia.

Service & Construction Division - The two nominees in the runoff are Ron Kingsbury, UST Services Corporation, Owings, Maryland, and Marshall Ryan, Unified Services of Texas, Inc., Southlake, Texas.

STAGE II VAPOR RECOVERY REGULATIONS
Connecticut
. Governor Dannel Malloy signed a bill (see June 11, 2013 TL) into law June 18, 2013, that allows gasoline dispensing facilities (GDFs) in the state to decommission Stage II vapor recovery systems provided the procedures outlined in PEI's Recommended Practices for Installation and Testing of Vapor Recovery Systems at Vehicle-Fueling Sites (PEI/RP300-09) are followed. All GDFs must remove Stage II equipment on or before July 1, 2015.
Massachusetts. The Massachusetts Department of Environmental Protection has decided to exercise its enforcement discretion to allow all motor vehicle GDFs to decommission their Stage II vapor recovery systems. Beginning July 1, 2013, facilities may decommission their Stage II systems, provided that the facility meets the conditions set forth in its June 21, 2013, enforcement discretion directive. The directive requires, among other things, that the GDFs decommission their Stage II systems according to PEI's 2009 edition of PEI/RP300.

PEI CONVENTION UPDATE

NORTHWEST FUEL SYSTEMS COMPANIES PURCHASED
Northwest Fuel Systems Companies, Inc., headquartered in Kalispell, Montana, has entered into an agreement to sell the assets of the corporation to Nwestco LLC. Tim Gibbar will assume the role of president and managing partner. Tim Blackwood, in addition to becoming a managing partner, will be responsible for the financial management of the business. Burl French, CEO of Northwest Fuel Systems Companies, will have a consulting role with the new company and will remain CEO until the completion of final closing, which is expected September 30, 2013. Upon final closing, Nwestco will retain the company names, logos and employees of Northwest Fuel Systems, Tidal Wave Car Wash, Petrol Services, and ANC Vehicle Wash and Fuel Systems.

BRIEFLY NOTED
South Dakota's Ethanol Infrastructure Incentive Program
has kicked off its third round of funding, with $500,000 allocated to the program for fiscal year 2014. Up to $25,000 is available to support the installation of a station's first blender pump, with up to $10,000 available for each additional pump. The Governor's Office of Economic Development says the program has supported the installation of blender pumps at 51 locations within the state. Go here for more information about the program.
General Motors and Honda Motor Co. announced this month that they are joining forces to collaborate on the development of hydrogen fuel cells for automobiles. The two companies plan to develop new hydrogen storage and fuel cell technologies by 2020, while also pushing for greater hydrogen fueling station infrastructure. The collaboration reportedly looks to share expertise, economies of scale and common sourcing strategies. 
The White House on July 18 reiterated its support of the Renewable Fuel Standard (RFS) that is drawing attacks from the oil industry and lawmakers on Capitol Hill. Heather Zichal, President Obama's top energy and climate advisor, said the RFS is the "backbone of our policy" for reducing oil imports, and added that "calls to repeal the RFS are nothing but shortsighted." Zichal said the Obama administration would remain committed to the standard in the face of the "RFS battles that we know are ahead of us."―The Hill, July 18, 2013.
Ryder System, Inc. has opened the first natural gas fueling stations in its North American network to serve both the general public and Ryder lease and rental customers. The stations are located at two of Ryder's maintenance and fueling facilities in Southern California. Each Ryder location has three pumps: two for compressed natural gas (CNG) and one for liquefied natural gas (LNG).

APPOINTMENTS
Containment Solutions, Inc.
, Conroe, Texas, has named Roy T. Lawrence as its western regional sales manager. His responsibilities include managing sales and competitive strategies for the petroleum and water storage markets in the western United States. Roy began his career in 1977 with Owens Corning and was the founder of Fueling Solutions.
WildcoPES, Bloomfield, Connecticut, has added Michael DeVogel to its team as regional sales manager. He will focus on business development in the Hudson Valley, lower New York and New Jersey markets. Michael has held sales and sales management positions in other PEI member companies for the past eight years.

DEATHS
Louis (Lou) Jack Skubic
, former northern regional manager with Gilbarco, died July 9 after a brief illness. He was 81. Lou worked for Mobil Oil Corp. before he joined Gilbarco in 1974. He worked at Gilbarco for 23 years, retiring in 1997. He is survived by his wife, LaVerne; three children, Scott Skubic, Sue Shearin and Kathie Skubic; and three grandchildren.
