Dear PEI Member: The SCR (Selective Catalytic Reduction) Stakeholder
Group met June 6 to discuss recent trends in the field of diesel exhaust
fluid (DEF). Group members represent industries, organizations and companies
interested in urea for mobile source applications. Members include the federal
government, oil companies, automotive and heavy-duty engine and truck
manufacturers, trade associations, truck stop owners/operators, and petroleum
equipment companies. Since 2003, the primary emphasis of the Group has been on DEF.
This is what the Group discussed last week. Aftermarket audit. There are currently 38 marketers
of DEF licensed in the United States by the American Petroleum Institute
(API). As part of the licensing program, DEF samples are collected and analyzed by
API in the United States, Canada and Mexico to make certain the DEF solution meets
diesel engine manufacturer requirements. Eighty samples (75 percent
packaged; 25 percent bulk) have been evaluated to date and, in the words of
an API representative, "It's looking good so far." Only one non-conforming
sample (low urea content; high calcium) was found, and API is working with
that marketer to resolve the issue.
API's DEF Task Force. API is in the process of establishing a DEF
Task Force. Although its exact mission and charter has not yet been
finalized, areas expected to be addressed by the Task Force include:
- API's DEF Certification Program
- DEF Aftermarket Audit Program
- DEF quality and associated laboratory testing
- DEF distribution
Representatives from API commented that the proposed DEF Task Force
will NOT be involved with issues concerning the equipment used in the
storage, metering and dispensing of DEF. Proactive involvement with
the National Conference on Weights and Measures. One of the initial
topics that the API DEF Task Force intends to address is to add DEF
labeling requirements to NIST Handbook 130 -
Uniform Laws and Regulations in the Areas of Legal Metrology and Engine
Fuel Quality. Comments made during the meeting suggest that weights
and measures officials want and need to understand more about DEF now that
the product is available for sale from dispensers at truck stops in every
state. Installation and operation of DEF
storage and dispensing equipment. No unfavorable comments about the
installation and operation of equipment at DEF dispensing facilities were
voiced at the meeting. PEI's Recommended Practices for the Storage and
Dispensing of Diesel Exhaust Fluid (DEF) (PEI/RP1100-10) continues to
be the reference document used by companies installing and operating that

FUEL NY PROGRAM TO OFFER GRANTS FOR BACKUP POWER AT STATIONS
Governor Andrew M. Cuomo on June 3 announced the launch of "Fuel NY," an
initiative to improve access to gasoline during a severe storm or other
major weather event. Fuel NY will make up to $17 million in funding
available to help gasoline stations improve their back-up power capacity so
they can remain open during major storms. Approximately half of all
downstate gasoline stations in New York City, Long Island and Westchester
and Rockland counties are now required to have back-up power in the event of
an emergency.
The program will be administered by the New York State Energy Research
and Development Authority (NYSERDA). Station owners/operators can apply for
up to $10,000 per station to help install a transfer switch that will accept
a portable emergency generator and up to $13,000 per station if they elect
to install a transfer switch and a permanent back-up generator. Stations
that are part of a chain, as defined in the program, and that are not located
within a half-mile of highway exits and evacuation routes can only receive up
to $10,000.
Funding will be paid only for actual eligible expenses upon receipt by
NYSERDA of proper documentation that the installation is complete. The
Department of Agriculture and Markets and the local Weights and Measures
divisions will inspect pertinent station documents to ensure compliance with
this law and confirm designated stations are ready to operate during a
declared energy emergency.
REGULATIONS
Connecticut. Legislation passed May 29 repeals the requirement
for Stage II vapor recovery in the state. The legislation has been sent to Governor Dannel Malloy, who is expected to sign the bill. The law prohibits Stage II
from being installed in new stations and requires the decommissioning of all
Stage II systems in the state by July 1, 2015. The new statute requires that
Stage II systems be decommissioned according to Section 14 of the 2009
edition of PEI's Recommended Practices for Installation and Testing of
Vapor Recovery Systems at Vehicle Refueling Sites (PEI/RP300). The
legislation also requires annual pressure decay testing of Stage I vapor
recovery systems.
Florida. Governor Rick Scott signed H.B.4001 into law, repealing the
state's 10 percent ethanol mandate. The bill does not impact federal ethanol
blending obligations stemming from the Renewable Fuel Standard, and is not
expected to change the fuel mix for Florida drivers.
APPOINTMENTS AND PROMOTIONS
IRPCO, LLC Subsidiary of Lewis-Goetz & Co., Poca, West Virginia, has
named two manufacturers' agents to represent the company. Petro Energy,
Inc., Houston, Texas, will represent IRPCO in Texas, Louisiana and
Arkansas. P&G Marketing and Associates, Clinton, Illinois, will
represent the company in Indiana, Illinois and Iowa.
OPW Fueling Components and sister company OPW Fluid Transfer Group
have combined leadership structures to form one group that includes such
brands as OPW, Civacon, Petro Vend and Midland. David Crouse has been named
president of the group. Tim Warning, previously president of the OPW Fluid Transfer
Group, has been named president of a company within the Dover Engineered
Systems segment. Three internal promotions were also announced as part of
this move. Susan Hathaway was named CFO for the OPW Group. Ann Miller was
named vice president, human relations for the OPW Group. And Steve Van Pee
was named vice president and general manager of the group's Chemical and
Industrial business unit.
OmegaFlex, Inc., Exton, Pennsylvania, has added new representation in
three sections of the United States. Walsh, Long & Company, Inc.,
Naperville, Illinois, will represent OmegaFlex in the Midwest. Eastern
States Associates, Inc., Palmer, Massachusetts, was named to represent
the company in the Northeast. Lucas Ford Associates, St. Petersburg,
Florida, will represent OmegaFlex in the Southeast.
AWARDS
Bruce Larson, president of The Oscar W. Larson Company and former
president of PEI, received the MPA/MACS Pioneer Award from the Michigan
Petroleum Association/Michigan Association of Convenience
Stores. Larson received the award at the association's 2013 Michigan Spring
Convention and Trade Show.
OPW's AVANCE Fueling Nozzles and Swivel Breakaways and PDQ
Manufacturing's LaserWash® 360 In-Bay Automatic Vehicle Wash System were
selected as a "Product of the Year 2013" in different categories at the
recent 2013 International Petrol Station Trade Fair in Warsaw, Poland. The
judging was done by a committee appointed by the Polish Chamber of Liquid
Fuels.
BRIEFLY NOTED
"More and more businesses and local governments are turning to propane
to power commercial and municipal vehicle fleets, off-road equipment, etc.
To meet demand, public propane filling stations are spreading around the

Royal Farms, Baltimore, Maryland, has agreed to pay a $600,000
penalty for fuel leaks at two of its Maryland outlets and to check dozens
more for possible problems, the Maryland Department of the Environment said.
Royal Farms pledged to conduct a "comprehensive audit" over the next two
years of underground tanks and piping at 70 other stores and take prompt
action if groundwater contamination is suspected or found. The company has
151 stores in Delaware, Maryland, Pennsylvania and Virginia.
GPM Investments LLC, Richmond, Virginia, has entered into an
agreement with Wilmington, Delaware-based VPS Convenience Store Group
to purchase VPS's Southeast division. The VPS Southest division consists of
263 company-operated convenience stores, 33 dealer locations and a fuel
transportation business. Upon completion of the transaction later this
month, GPM will operate 467 stores and supply 143 dealer locations.
DEATHS
Ed Peiker, co-founder of Peiker-Piatchek Assoc. Inc., passed away June
9. Ed and his partner Dick Piatchek have been members of PEI since 1970. Ed
had a distinguished career as a division engineer for Texaco, Inc. before
forming Peiker-Piatchek in 1969.
ATTEMPTED ROBBERY AT NOZZLEPOINT
A man was arrested earlier this month at a Shell station in Sarasota,
Florida, and charged with three counts of attempted robbery. The three
victims say that the man approached them at a gasoline dispenser, grabbed
the nozzle out of the dispenser boot and aimed it at them, telling them to
"give me everything you have" and threatened to injure them. The victims
refused to give the man anything and he walked away toward a nearby
apartment building. He was later taken into custody.
LEGISLATION WITH NATURAL GAS AND ELECTRIC VEHICLE INCENTIVES APPROVED
The Senate Energy and Natural Resources Committee voted last month to
approve broad energy efficiency legislation after adopting an amendment that
would add an incentive program for natural gas and electric vehicle charging
stations. The committee's approval of the Energy Savings and Industrial
Competitiveness Act (S. 761) paves the way for consideration by the full
Senate.
