PEI is seeking to identify topics that might provide subject matter for
future technical documents (recommended practices). Submitted ideas for
recommended practices should meet all of the following requirements:
- The subject matter involves practices and/or procedures used in the
petroleum equipment industry and serves the greater good of the industry;
- The topic has not been adequately covered in documents produced by
other organizations; and
- The expertise exists among PEI members to write the document.
If there is a topic you believe PEI should consider developing as a
recommended practice, we would like to hear from you. If you previously
submitted a topic that was not selected in the past, you must resubmit.

suggestions by February 7. Please include the purpose and scope of the proposed document,
along with the intended audience. We will compile the responses and forward
them to PEI's Recommended Practices Committee for its review and recommendations to the PEI

PETROLEUM MARKETERS ENCOUNTER BUMPS IN THE ROAD
Some 476 drivers filled their gasoline tanks with diesel fuel
December 26 at a Co-op gasoline station in Calgary, Alberta, after a fuel
supplier for the station accidentally filled a regular gasoline storage tank
with diesel fuel. Co-op became aware of the problem 26 hours after the
diesel was dropped into its tank. The company said it will cover the cost of
repairs, tow fees and rental car expenses.
ConocoPhillips and Phillips 66 were sued by California Attorney
General Kamala Harris, who accused the oil companies of environmental
violations at more than 560 gasoline stations in the state. Harris and seven
county district attorneys filed a complaint January 2 in state court in
Oakland seeking an order forcing the companies to comply with California's
underground storage tank (UST) laws as well as unspecified civil penalties
for violating the state's health and safety code. The complaint accuses the
companies of improperly monitoring, inspecting and maintaining the USTs. The
complaint also alleges the companies improperly handled hazardous waste and
materials associated with the USTs.
A Cook County judge has fined Redevelopment Enterprises Inc. $386,000
for failing to remove underground petroleum storage tanks from a site after
receiving a 2011 order from the Office of the Illinois State Fire Marshal to
do so. The former gasoline station in Chicago Heights has been closed
since 2008. The three tanks are 37 years old.
PETROLEUM MARKETING NEWS
Murphy Oil USA, Inc., El Dorado, Arkansas, has entered into an agreement
with Wal-Mart Stores, Inc. to provide access to more than 200 new locations
within its core market covering the Midwest and Southeast United States. The
agreement gives Murphy Oil USA the opportunity to build more than 200 new
fueling stations at existing Walmart supercenters. The construction project
is expected to be completed over the next three years.
Kum & Go, West Des Moines, Iowa, opened 43 stores in nine states last
year, which is more than double its previous record of 21 new stores in 2009.
The company plans to be just as aggressive during the next five years,
according to president and CEO Kyle J. Krause.
Mutual Oil Co. Inc., Brockton, Massachusetts, has sold 19 gasoline
stations and convenience store wholesale assets to several buyers including
Alliance Energy LLC, various regional jobbers and individual stores owners.
Mutual sold these assets in an effort to focus exclusively on its wholesale
business.
Lehigh Gas Partners LP, Allentown, Pennsylvania, has completed the
acquisition of Express Lane Inc. of Lynn Haven, Florida, including
Express Lane's 45 motor fuel sites in the Florida Panhandle region. Lehigh
also completed the acquisition of 24 sites in the metropolitan area of
Scranton and Wilkes-Barre, Pennsylvania, from Dunmore Oil Co. Inc.
and JoJo Oil Co. Inc. for $28.5 million. Dunmore Oil and JoJo Oil are
related companies based in Dunmore, Pennsylvania.
7-Eleven Inc., headquartered in Dallas, Texas, announced that it has
acquired 143 Speedy Stop and Tigermarket retail locations from C. L.
Thomas Inc., Victoria, Texas.
Conoil Plc plans to build 60 new retail outlets throughout Nigeria in
2013.
ALTERNATIVE FUEL NOTES
The State of
Washington law requiring electric car owners to pay an annual $100 fee
in order to make up lost gasoline tax revenue will go into effect February 1,
2013.
The American Taxpayer Relief Act of 2012―passed
by Congress on New Year's Day―includes a one-year extension of key renewable
fuel tax credits such as the cellulose producer tax incentive, the
accelerated depreciation for cellulosic fuels, the alternative fuel
infrastructure tax credit and the biodiesel tax credit.
PROMOTIONS, APPOINTMENTS AND RESIGNATIONS

John Christman to service manager and Shelby Strauss to director of training
and assistant service manager.
Ascentium Capital LLC, Warren, New Jersey, has hired two people to
serve sales roles with the company. Scott Linton has been named national

EPA Administrator Lisa Jackson announced December 27 that she will
resign her post as EPA chief. She is expected to step down after President
Obama's State of the Union address. Deputy Administrator Bob Perciasepe is
likely to head EPA in an acting capacity until the Senate approves a new
permanent chief.
DEATHS
Hugh "Spike" Towey passed away on December 26, 2012, at his home in Vero
Beach, Florida, at the age of 85. A 45-year veteran of the petroleum
equipment industry, he served as president of Whitemarsh Corporation,
Middlesex, New Jersey, until his retirement in 1998. He is preceded in death
by his wife of 63 years, Mary Lou Towey, who died this past September. He is
survived by his six children and 15 grandchildren.
