PEI is now accepting comments on its draft of Recommended Practices
for the Design, Installation, Service, Repair and Maintenance of Aviation
Fueling Systems (PEI/RP1300). Individuals interested in reviewing and/or
commenting on the draft document before publication can download a copy and
submit comments online from PEI's website at
www.pei.org/RP1300. Comments are due
by Monday, November 5.Safe fueling and maintaining fuel quality are important priorities for
aviation fuel providers. For aviation fueling systems to operate
successfully and safely, numerous components from a variety of manufacturers
must be properly installed, inspected and maintained. This document provides
recommended practices for aircraft refueling systems at aviation fueling
facilities, also referred to as fixed base operators (FBO). The document
does not cover the design or operation of hydrant fueling systems or ground
equipment refueling systems.
The practices are the consensus recommendations of members of the PEI
Aviation Fueling Committee, which include:

Comments to improve/clarify all recommended practices published by PEI
can be submitted by any individual, at any time. Simply go to
www.pei.org/rp to choose the document
and submit the comment
electronically. We save your comment until it is time for the document to
be revised, which is usually once every five years, but sometimes earlier.
During the revision process, each comment is reviewed and acted on in some
manner (i.e., accepted, accepted in principle, or rejected) by the committee
responsible for writing the recommended practice.

document was originally published in 2010 and is slated to be revised in

LAST WEEK TO SAVE ON PEI CONVENTION REGISTRATION
The PEI Convention is the event of the year in our industry, and we hope
to see you October 7-10 in Las Vegas. This year's educational sessions and
PEI 1-on-1 discussions will cover alternative fuels, the fueling station of
the future, social media, regulatory requirements, CNG fueling equipment,
ULSD system corrosion, credit and collections, and more. Companies
exhibiting in more than 600 trade show booths in the Petroleum Equipment and
Services area also will be on hand to show and
explain the latest in equipment and technology. If you plan to attend, we
encourage you to
register this week. Advance registration rates will save
you $100 per attendee―but you must register by this Friday, September 28.
CBO: U.S. ELECTRIC CAR POLICY COSTLY
U.S. policies to promote electric vehicles will cost $7.5 billion
through 2019 and will have "little to no impact" on overall national gasoline
consumption over the next several years, the Congressional Budget Office
(CBO) said in a report issued earlier this month. Consumer tax credits for
buying electric vehicles, which can run as high as $7,500 per vehicle, will
account for about 25 percent of the $7.5 billion cost, the CBO said. The
rest of the cost includes $2.4 billon in grants to battery makers and
projects to promote electric vehicles, as well as $3.1 billion in loans to
automobile manufacturers intended to spur production of fuel-efficient
vehicles.
PEI CONFERENCES FOR SERVICE & CONSTRUCTION MANAGERS AND AUTOMOTIVE
SERVICE EQUIPMENT; PLANNING COMMITTEE MEMBERS SOUGHT
PEI will sponsor two industry-wide conferences in 2013: one for Service
& Construction Managers and another for individuals responsible for the sale
of Automotive Service Equipment (lubes, air compressors, lifts, etc.). Both conferences are expected to feature a
combination of general sessions and roundtable discussions. Conference
dates and locations will soon be announced.
If you are interested in serving on the committee responsible for

October 2. All committee meetings will be held via conference calls. It is
important that planning committee members attend the conference they
help plan.
APPOINTMENTS AND PROMOTIONS
IRPCO, LLC, Poca, West Virginia, has appointed Joel Richards &
Associates, Crossville, Tennessee, to represent the company in Kentucky
and Ohio.
DEATHS
Michael W. Farmer, president of Farmer Co., South Williamsport,
Pennsylvania, died September 23 at the age of 71. Mike worked
for Exxon Company U.S.A. until he bought Linden Equipment Company, which
became M. W. Farmer & Co. in 1979 and later Farmer Co. He was one of the
original members of the PEI Tank Installation Committee (PEI/RP100), serving
on that committee since 1986. Mike also served twice on the PEI Board of
Directors and in various PEI committee positions. A charter member of the
Continental 10-Group, he will always be remembered as one who cared about
you and what was going on in your life, and for his jokes and unique sense
of humor. Survivors include his wife of 38 years, Jan; two
daughters; two sons; and seven grandchildren.
Debbie Wood, an important industry contact and friend at EPA's Office
of Transportation and Air Quality, died September 14. Debbie worked in both
Ann Arbor, Michigan, and Washington, D.C., for more than 25 years, and was
universally trusted and respected by those with whom she worked. She retired
in June after being diagnosed with cancer late last year. Debbie was
preceded in death by her parents.
