State weights and measures regulators and industry stakeholders met last week in Portland, Maine, for the 97th Annual National Conference on Weights and Measures (NCWM). A number of proposals were passed that are of interest to PEI members and their customers on such subjects as retail fuel price posting and discounts, E15 pump labeling, diesel nozzle size, motor fuel labeling, and gasoline oxygenated blend rules.

Retail price posting. An amendment to Handbook 44 offers guidelines for retailers offering pricing discounts beyond simple cash/credit pricing at the dispenser. Pre- and post-delivery discounts are addressed, as well as information that must appear on the receipt. Truck stop dispensers used exclusively for refueling trucks, fleets and other contract sales are exempt from these requirements.

E15 pump labeling. Handbook 130 (Engine Fuels and Automotive Lubricants Regulation) has been amended to recognize EPA's labeling requirements for gasoline containing up to 15 percent ethanol. The label warns consumers that E15 should be used only in 2001 and newer passenger vehicles.

Diesel nozzles. Nozzles used to dispense diesel fuel at retail facilities will be required to have a nozzle spout outside diameter (15/16 in.) based on the SAE specification J285, "Dispenser Nozzle Spouts for Liquid Fuels Intended for Use with Spark Ignition and Compression Ignition Engines." The measure is intended to reduce the likelihood of customer misfueling and is enforceable effective July 1, 2013.

Motor oil labeling. Labels on containers, receptacles, dispensers or storage tanks of oil, and invoices and receipts for oil change service will now have to include the oil grade, viscosity and brand name.

Gasoline oxygenated blends. Handbook 130 has now been aligned with EPA regulations to allow higher ethanol blends (E15). NCWM established a compliance date of May 2016.

DOE TO SEEK INFORMATION ON PLUG-IN VEHICLE DEPLOYMENT
The Department of Energy (DOE) plans to assess the readiness of communities across the country to deploy plug-in vehicles, according to a notice published July 5 in the Federal Register. According to the notice, DOE seeks to distribute a scorecard about the ability and commitment of participants in its Clean Cities Coalitions and others to deploy plug-in electric vehicles. DOE is requesting approval from the White House Office of Management and Budget to collect the information. The issues that will be addressed are:

  • electric vehicle supply equipment permitting and inspection;

  • electric vehicle supply equipment availability;

  • laws, incentives and financing;

  • education and outreach;

  • utility interaction; and

  • vehicle infrastructure and planning.

STEADY GROWTH IN NGV SALES PREDICTED
A new report from Pike Research suggests that there may be as many as 25 million light-duty natural-gas powered vehicles (NGVs) worldwide by 2019. The report cites the high cost of gasoline and diesel fuel, growing supplies of natural gas, and geopolitical concerns for the anticipated shift in favor of vehicles powered by natural gas. The report said Asian nations will be the largest market for NGVs by the end of the decade, led by Pakistan. Sales of NGVs also are expected to grow in Argentina, Brazil, China, Egypt, Iran and Thailand because of the expanding consumer markets in those countries and the use of natural gas to fuel taxis.

PROJECT TO INCREASE THE NUMBER OF CNG STATIONS
Real estate development company DeBartolo Development and real estate consultancy Keystone Consulting Group announced the creation of the CNG Infrastructure Expansion Project, with the goal of significantly increasing the number of compressed natural gas fueling stations in the United States. After an initial pilot project of 10 new fueling stations, the partnership plans to develop 1,000 stations across the country in the next four years. DeBartolo will provide funding for the stations and act as the preferred developer for turnkey fueling infrastructure solutions, according to a statement. Keystone will find and develop fueling station opportunities.

OWNERSHIP CHANGE AT SUPERIOR EQUIPMENT COMPANY
The operations of Superior Equipment Company, Inc., St. Louis, Missouri, were assumed June 30 by Superior Acquisition, LLC, DBA Superior Equipment Company. The company will operate as it has in the past, providing sales, installation and service of equipment used in convenience stores, service stations, bulk plants and terminals. Ron Fink is the company's new operations manager.

DOE TO STUDY HYDROGEN REFUELING SYSTEMS
The Department of Energy (DOE) on July 18 announced a $2.4 million investment to collect and analyze data for hydrogen fueling stations and advanced refueling components. The study will track the performance and technical progress of innovative refueling systems at planned or existing hydrogen fueling stations in order to find ways to lower costs and improve operation.

MONEY AVAILABLE IN SOUTH DAKOTA FOR BLENDER PUMPS
A state economic development agency in South Dakota is accepting applications for grants to help gasoline station owners purchase blender pumps to provide higher ethanol blends. The Governor's Office of Economic Development is providing $960,000 for the program. Hunter Roberts, state energy policy director, says the program that started earlier this year has already helped install 55 ethanol blender pumps at 26 locations.
