Following a six-month investigation, OSHA proposed a $70,000 fine against Florida Rock & Tank Lines, along with a citation for a willful violation for "failing to provide a means for the delivery driver to determine if the storage tank had enough capacity for additional gasoline." Coomes Oil was cited for one serious violation with a proposed penalty of $7,000 for "failing to provide employees and delivery drivers a means to determine the gasoline levels in the aboveground storage tank."

The fire, injuries and property damage would not have happened if PEI's Recommended Practices for Overfill Prevention of Shop-Fabricated Aboveground Tanks (PEI/RP600) had been followed. Published first in 2007 and just now revised, the document continues to fill the need for a comprehensive reference guide that the industry and regulators can use to minimize aboveground tank overfill incidents.

The second edition of PEI/RP600 has been reviewed and revised to provide better clarity to some provisions of the document. The 27-page document supersedes and replaces the previous edition of PEI/RP600. All comments solicited since 2011 and submitted by industry representatives were considered by the committee at its meeting earlier this year.

The recommended practices are the consensus recommendations of the PEI Aboveground Storage Tank Overfill Prevention Committee: Sonny Underwood (chairman), Mid-South Steel Products; John Albert, Missouri Department of Agriculture; Tracy Barth, MFA Oil Company; Chris Collura, JMP Solutions; Terry D. Cooper, Acterra Group; Brad Holmes, Clay & Bailey Mfg. Co.; Alfred Reid, Broward County Environmental Protection Department; Dana Schmidt, Steel Tank Institute; and Jeff Smith, Liquid Automation, LLC.

There are three conferences with trade shows being held this spring/summer that are available to PEI members who want to know more about the market for electric car charging equipment.

• 26th International Electric Vehicle Symposium (EVS26) will be held May 6-9, 2012, at the L.A. Convention Center in Los Angeles, California. More than 160 exhibitors, 200 presenters and approximately 3,000 people are expected to attend this international event. The host organization is the Electric Drive Transportation Association. • The Electric Vehicle Charging Station Conference provides a very unique opportunity to help equipment distributors understand what opportunities there are for the sale, distribution, installation and servicing of this equipment. Sponsored by the National Association of Electrical Distributors (NAED), the conference is scheduled for June 20-21, 2012, at the Hyatt Regency at DFW Airport, Dallas, Texas. The target audience includes distributors responsible for new market sales, energy specialists, contractors and end users. PEI members receive the NAED registration rate. • Plug-In 2012 Conference & Exposition, organized by the Electric Power Research Institute, will take place July 23-26, 2012, at the Henry B. Gonzalez Convention Center in San Antonio, Texas. This is the organization's fifth annual conference, which includes a track on vehicle charging (infrastructure). PEI staff were among the 600 people who attended Plug-In last year. Consumers bought a record 52,000 gas-electric hybrids and all-electric cars in March, up from 34,000 during the same month last year. The two categories combined to make up 3.64 percent of total U.S. auto sales, their highest monthly market share ever, according to Ward's AutoInfoBank. And though their share of the market remains small, it's a big leap from the start of the year, when hybrids and electrics made up 2.38 percent of new car sales. It will be interesting to see if PEI members want a place at the electric vehicle refueling infrastructure table.

OIL COMPANY BRIEFS
Thorntons Inc., Louisville, Kentucky, announced last week that it will expand into the Florida regional metro market of Tampa-St. Petersburg-Clearwater. The first location is set to open in Spring 2013 in Clearwater. Thorntons' strategic plan for the region is to add 15 to 20 stores in the area over the next three years.
Chattahoochee Oil Company, Inc., headquartered in West Point, Georgia, has closed on its acquisition of Wilson Oil Company based in Auburn, Alabama. The combined company services more than 225 retail dealers and commercial, farming and industrial accounts, distributing motor fuel and oil products both on its own trucks and by common carrier.
Management company Aving Rice LLC has placed all 35 Jumpin Jimmy's convenience stores on the auction block. All the stores are located in central Illinois and offer gasoline to their customers. The sealed bid auction will conclude June 5.

DEATHS
Merv Carder, Sr., founder of M. Carder Industries in 1970, died March 24 in Fenton, Missouri. He began his career in the petroleum equipment industry in 1958 as a foreman at Husky Corp. He held many patents and was the co-inventor of the one-handed hold-open latch used on so many nozzles today. Merv left the company he founded to his children Merv Carder, Jr.; Kim Kaempfe; Randy Carder, Connie Gibbs and Chris Carder.
