The U.S. Environmental Protection Agency (EPA) has extended the public comment period for the agency's proposed changes to the underground storage tank (UST) requirements from February 16 to April 16, 2012. The proposed changes were published in the Federal Register on November 18, 2011.

EPA said its decision to extend the comment period was the result of requests made by several organizations for additional time. Many of the requests focused on previously deferred tanks, including wastewater treatment tanks and airport hydrant systems at commercial airports, and the need to understand the potential impacts of the proposal on these systems.

Stakeholders also requested additional time to review PEI's Recommended Practices for the Testing and Verification of Spill, Overfill, Leak Detection and Secondary Containment Equipment at UST Facilities (PEI/RP1200). PEI's RP1200 is available for download and public comment through March 26.

EPA said its decision to extend the comment period another 60 days was influenced by the issues identified above and would "ensure robust public involvement."

EPA'S STAGE I VAPOR RECOVERY VIDEO AVAILABLE ONLINE
The U.S. EPA has produced a video to help petroleum marketers better understand and comply with EPA's vapor control regulation known as National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Dispensing Facilities (Subpart CCCCCC), otherwise known as NESHAP 6C. The 22-minute video discusses in easy-to-understand language:
  • The need for the rule
  • Who is subject to the rule
  • The requirements of the rule
  • Compliance dates
  • Additional resources

PEI members will want to share this video with customers who are having trouble either understanding the requirements or complying with the rule.

UPDATED LIFT CONSTRUCTION AND TESTING DOCUMENT AVAILABLE
Standard for Automotive Lifts - Safety Requirements for Construction, Testing and Validation (ANSI/ALI ALCTV: 2011), an industry standard of the Automotive Lift Institute, was adopted as an American National Standard on December 20, 2011. Copies of the 69-page document are available for $135 from www.autolift.org or by calling Heather Almeida at 607-756-7775.

SPEEDWAY ACQUIRES 88 GASAMERICA STATIONS
Speedway LLC
and GasAmerica Services Inc. have signed an agreement in which Speedway will acquire 88 operating locations in Indiana and Ohio from GasAmerica. Speedway currently owns and operates 1,375 locations in seven states in the Midwest.

DEATHS
Deborah Ann Brunmeier
, vice president and secretary of Petro-Chemical Systems, Inc., Fond Du Lac, Wisconsin, died February 3 after a long battle with pancreatic cancer. She was 60. She is survived by her husband of 35 years, Michael (president of Petro-Chemical Systems); a daughter, Melanie; and three sons, M. Joshua, Jared, and M. James.
