TOPICS FOR FUTURE RECOMMENDED PRACTICES REQUESTED
PEI is seeking to identify topics that might provide subject matter for future technical documents (recommended practices). Submitted ideas for recommended practices should meet all of the following requirements:

  • The subject matter involves practices and/or procedures used in the petroleum equipment industry and serves the greater good of the industry;
  • The topic has not been adequately covered in documents produced by other organizations; and
  • The expertise exists among PEI members to write the document.

If there is a topic you believe PEI should consider developing as a recommended practice, we would like to hear from you. If you previously submitted a topic that was not selected in the past, you must resubmit. Email Bob Young byoung@pei.org with your suggestions by February 7. Please include the purpose and scope of the proposed document, along with the intended audience. We will compile the responses and forward them to a PEI ad hoc committee for its review and recommendations to the PEI Board of Directors.

CONGRESS ALLOWS ETHANOL SUBSIDY TO LAPSE
The U.S. Congress adjourned last year without passing a tax extenders bill that normally rolls such measures over for another year. The result is that the 45˘-per-gallon credit for blending conventional, corn-based ethanol is gone, as is the 54˘-per-gallon tariff on imported ethanol. Although lawmakers could extend the credit retroactively for the 2012 tax year, most Capitol Hill observers believe that will not happen.

EPA FINALIZES 2012 RENEWABLE FUEL STANDARDS
The U.S. Environmental Protection Agency (EPA) is required to set the annual standards under the Renewable Fuel Standard (RFS) program based on gasoline and diesel projections from the Energy Information Administration (EIA). EPA is also required to set the cellulosic biofuel standard each year based on the volume projected to be available during the following year, using EIA projections and assessments for production capability from industry. EPA's final rule will require the total volume of fuel sold in the United States in 2012 to contain 15.2 billion gallons of renewable fuels, 2.0 billion gallons of advanced biofuel, 1.0 billion gallons of biomass-based diesel and 8.65 million gallons of cellulosic biofuel.

A new federal law banning the use of hand-held cell phones by commercial truckers went into effect January 3. The ban impacts some four million drivers nationwide. Commercial truck drivers could face fines up to $2,750 for each offense. States could also suspend a driver's commercial license for multiple convictions. Companies that allow their drivers to use hand-held cell phones while driving face a maximum penalty of $11,000.

GASOLINE STATION LEAK CAUSES TWO DOZEN EXPLOSIONS IN SEWERS
The New York Department of Environmental Conservation (DEC) said 1,200 gallons of fuel spilled December 27 from a ruptured pipe at a Cumberland Farms station in Hudson Falls, New York, traveled downstream more than two miles through the sewage system and then ignited near Fort Edward, causing an estimated two dozen explosions in ten minutes.

The force of the blasts launched more than a dozen manhole covers into the air and sent flames shooting from the ground. Several manhole covers were found more than 300 feet from where they took off, according the Glens Falls Post Star. One explosion shattered all the windows of a nearby home and carved a crater more than six feet wide into the pavement.

The gasoline leak was triggered by an automobile backing into a dispenser at the station. Hudson Falls police chief Randy Diamond said the emergency mechanism to close the pump failed. The source of ignition is still unknown.

SOUTH DAKOTA TO LAUNCH BLENDER PUMP INCENTIVE PROGRAM
The South Dakota Governor's Office of Economic Development (GOED) will begin accepting applications January 9 for financial assistance to help retailers in the state install blender pumps. State legislators approved a proposal last year that will redirect $3.5 million over five years from the state's Ethanol Producer Payments Program to fund the Ethanol Infrastructure Incentive Program. The GOED said that $950,000 will be available for use in 2012. Grants will be available to fund up to $25,000 for the installation of a station's first blender pump. Applicants are also eligible to receive to up $10,000 for the installation of each additional pump. Application information is available on the GOED website: www.sdreadytowork.com.
