In response to numerous member requests and growing industry needs (see following story), PEI will sponsor a two-day CNG Fueling Station Design and Construction Course, to be held February 23-24, 2012, at the Mirage Hotel & Resort in Las Vegas.

The course is designed for companies that are interested in or responsible for designing and building natural gas fueling stations, as well as equipment providers and those involved in permitting such stations.

Completely customized to meet the unique needs of PEI members, the course will provide attendees with the technical information required to successfully design, specify, and construct CNG fueling stations, including: sizing the project; common station configurations; developing equipment and construction specifications; managing the design, permitting and construction processes; piping diagrams and plot plans; and necessary safety procedures. Each attendee will receive a comprehensive manual and related background materials that will be invaluable resources on the job. Participants scoring 70 percent or higher on a proficiency exam at the end of the course will receive a certificate of completion.

The instructor for the course is Leo Thomason, co-founder and president of the Natural Gas Vehicle Institute (NGVi). Established in 1989, NGVi is North America’s leading provider of education, training and technical consulting on natural gas vehicles and fueling technologies.

With more than 25 years of natural gas vehicle and fueling infrastructure development experience, Thomason is known worldwide as an expert on this technology. Over the past two decades, he has personally trained more than 14,000 students in the United States, Europe, India, Bangladesh, Philippines and Malaysia. Leo is also a CSA-certified CNG Fuel System Inspector.

While comparable public NGVi training courses are priced at $795 or more, the PEI-sponsored course is available to PEI and Western Petroleum Marketers Association (WPMA) members for a discounted $495 advance registration fee ($695 for nonmembers). A negotiated rate of $145 is available at the Mirage through January 18. Our course immediately follows the WPMA convention, which puts the rooms in high demand. We suggest you make your reservations as early as your plans can be confirmed.

FOUR STATES TEAM UP TO PROMOTE NATURAL GAS VEHICLES
Oklahoma Governor Mary Fallin is leading an effort with the governors of Colorado, Wyoming and Pennsylvania to persuade U.S. automakers to build more natural gas-fueled vehicles (NGVs) for use in both state and corporate fleets. The goal of the participating states is to collectively purchase 5,000 NGVs per year, thereby establishing demand for the vehicles and providing an incentive for manufacturers to design and sell an NGV that would appeal to the general public. Governor Fallin conceded that there is currently very little in the way of infrastructure, such as refueling stations for NGVs, but added that the states will encourage companies to install the necessary infrastructure.

REGISTRATION OPENS FOR PEI YOUNG EXECUTIVES CONFERENCE
Registration is now open for the 2012 Young Executives Winter Conference, which is scheduled for February 2-4, 2012, at the Omni Cancun Resort in Cancun, Mexico.

The keynote presentation at this year's winter conference will be given by Dean Lindsay, author of The Progress Challenge: Working and Winning in a World of Change and Cracking the Networking Code: 4 Steps to Priceless Business Relationships.

The Winter Conference early registration fee for members of the PEI Young Executives is $395 ($495 for nonmembers which includes a one-year membership in the PEI Young Executives). Spouses or guests also are invited to attend for a fee of $125, which includes all meals and receptions. These registration fees are valid through December 16, 2011. AMERICAN EQUIPMENT FINANCE AND ASCENTIUM CAPITAL MERGE
Ascentium Capital LLC, Kingwood, Texas, and American Equipment Finance, Warren, New Jersey, have merged. The merger resulted in the appointment of Richard A. Baccaro as Ascentium's executive vice president of sales and marketing and Len Baccaro as senior vice president of sales of Ascentium. Richard and Len Baccaro co-founded American Equipment Finance in 2002.

BRIEFLY NOTED
The U.S. Supreme Court
announced November 7 that it had rejected a petition from the National Petrochemical and Refiners Association and the American Petroleum Institute challenging EPA's Renewable Fuels Standard. The petition challenging the regulations was initially rejected in December 2010 in a unanimous decision by the U.S. Court of Appeals for the District of Columbia.
Mark Barron, president of Petroleum Solutions, Inc. (PSI), McAllen, Texas, was named to the 7th Annual AGGIE 100 on November 4, 2011. PSI was among the top 100 fastest-growing companies in the world owned or operated by a former student from Texas A&M University.
There are now 43 U.S. states and two Canadian provinces with DEF available at the pump, according to discoverDEF.com. As of November 3, Pilot was operating 187 locations with on-island DEF pumps. Love's Travel Stops currently has 87 U.S. locations with pumps dispensing DEF on the island, reports discoverDEF.com.
According to the National Association of Convenience Stores (NACS), about 80 percent of retail gasoline sales in the U.S. occur at convenience stores, with 11 percent sold at big box marketers, like Costco, and the rest at outlets that sell fuel but don't have a store.
Nissan plans to start taking orders from all major metropolitan areas for its all-electric Nissan Leaf in December and will finish a 50-state roll-out by March of next year. So far, 8,000 units have been sold in the initial roll-out of the Leaf which was concentrated on the West Coast and the Northeast.
S. Bravo Systems, Commerce, California, has hired Micah J. Nelson as product manager of their Fitting and Retrofit Product Divisions. Nelson will report to vice president and senior engineer Don Mukai.
ConocoPhillips said that the independent downstream company to be spun off from the integrated oil firm next year will be named "Phillips 66." Conoco unveiled plans to spin off its refining and marketing, midstream and chemicals businesses into a separately publicly traded company in July, and has provided more details of the restructuring in recent months.

RENEWABLE FUELS REPORTS AVAILABLE
Renewable Fuel Standard: Potential Economic and Environmental Effects of U.S. Biofuel Policy
is a report prepared by the National Research Council at the request of Congress. The National Research Council convened a committee of 16 experts to provide an independent assessment of the economic and environmental benefits and concerns associated with achieving the mandated volumes of renewable fuels required by the Renewable Fuels Standard, as amended by the 2007 Energy Independence and Security Act (RFS2). Among other things, the committee was specifically asked to describe biofuels produced in 2010 and projected to be produced and consumed in 2022 using RFS-compliant feedstocks primarily from U.S. forests and farmland. Its findings included:

  • The U.S. lacks the refining capacity necessary to meet the cellulosic biofuel production goals. The report points out that no commercially viable biorefineries are in operation producing cellulosic biofuel.
  • Cellulosic biofuels are not economically viable because of the gap between what the feedstock farmers need to recoup their costs and how much refiners can afford to pay. Oil prices need to approach $191 per barrel to close the gap and make cellulosic fuels more competitive.
  • Between 30 million and 60 million acres of cropland will be required to produce enough biomass to meet the renewable fuel requirements for 2022.
  • Replacing annual crops with a perennial biofuel could emit enough carbon dioxide from the soil and plants to offset any greenhouse gas emissions reductions from replacing petroleum products with biofuels.

Testing the Functionality of Stage I Vapor Recovery and Overfill Prevention Components is the name of a report prepared by Ken Wilcox Associates for the American Petroleum Institute (API). Although not mentioned in the title, the testing was performed to determine how those components work in higher alcohol concentration blends of gasoline. The components were tested using a CE17A fuel as designated by API, as well as in commercial E10. The 52-page report is available here.

SINGLE-STORE OWNERS INVEST MORE MONEY IN TECHNOLOGY SYSTEMS
According to the 2011 CSNews for the Single Store Owner 2011 Technology Survey (based on 2010 data):

  • 84 percent of the single-store owners report that they are in compliance with PCI standards, up from last year's 72 percent. Another 8 percent are in the process of becoming compliant, and only 6 percent report they haven't started the process yet.
  • 93 percent accept both credit and debit in their stores, with 57 percent integrating these services with their point-of-sale (POS) system.
  • For those stores that also sell motor fuel, 63 percent integrate fuel pumps with POS, and this year, more locations (83 percent) incorporated tank monitors into their operations.
  • Digital/video surveillance rose to the top of this year's list of technologies with the greatest impact on business. 

DEATHS
Richard P. "Dick" Wilkinson III
, of Sarasota, Florida, formerly of Simsbury, Connecticut, died October 14 at the age of 75. He started his business career with the Wayne Pump Company in the early 1960s. He was transferred to the Globe Hoist Division of Symington Wayne in the late 1960s, where he served as the general sales manager. He went to Veeder-Root a few years later and became president of the company. He retired to the Sarasota area in 1993. He is survived by his wife of 49 years, Carolyn; two sons, Richard IV and Ted; and three grandchildren.
Dr. Warren Rogers, founder and president of Warren Rogers Associates, Inc., passed away November 2. He first became involved in the retail petroleum industry when, working as a consultant to the American Petroleum Institute, he developed a means of predicting the failure of unprotected steel tanks. Dr. Rogers is probably best remembered for his appearance in 1984 on 60 Minutes, the television show that defined the issues associated with underground storage tanks and provided the impetus for later underground storage tank rulemaking. He was predeceased by his wife, Beth, in 2007; and is survived by his daughter, Maureen A. Rogers; two sons, David and Michael; and two grandsons.
John Walker Jones, chairman of the board for Modern Welding Company, Inc., died November 9 at his home in Owensboro, Kentucky. He was 68. Jones taught business and economics at Owensboro High School before joining the sales team at Modern Welding in 1970. He served on the board of many nonprofit organizations throughout his life. Survivors include his wife, Sylvia; a daughter, Juliette Kay Jones; a son, Jeffrey; and three grandsons.
