Each year, PEI members and their customers come to the PEI Convention to see new products, identify trends, make business connections, attend workshops and network with industry peers.

Here are a few noteworthy items and updates on this year's Convention:

Educational sessions. The PEI workshops will provide a balanced program of industry-specific topics and business management sessions. Here are the titles of what you will hear at the 2011 PEI Convention:

ICC exams at the convention. The International Code Council (ICC) will offer its UST/AST exams, as well as state-specific UST System Operator exams, October 2-3 in the PEI meeting area at McCormick Place in Chicago. The ICC exams are used to meet mandatory requirements―in whole or in part―of several states. They also are used as a voluntary credential in states where there is not yet a mandatory UST or AST licensing requirement. Space is limited to 60 candidates per seating. Walk-in registration for testing will be available on a first-come, first-served basis, as space allows. Exposition. The number of PEI members exhibiting as of August 15 in the Petroleum and Technology Show Floor Categories at McCormick Place has already exceeded the number we had at our 2010 convention in Atlanta. The same is true with the total amount of booth space taken by those members. A few booths are still available at this writing. Contact Bob Young byoung@pei.org if you are interested in exhibiting. Registration. You can still save $100 per registrant and avoid hassles by registering for the PEI Convention now. Full registration through PEI entitles you to attend all PEI Convention functions and the exposition, plus any NACS educational session, including the Closing General Session featuring Tom Brokaw. Housing. You can still book rooms for the convention through the show's official housing company, although your first choice of hotel may not be available. Overall, availability is limited, so we have listed all hotels with rooms from the NACS and PEI blocks. Book your room online or by calling 800-262-9974 or 404-842-0000. Do not contact the hotel directly. Official NACS Show hotels will not honor direct reservations. You must book through the official housing company. If you have already booked your room but your plans have changed since you made your reservation, you have until August 30 to change and/or cancel to receive your deposit. Substitutions are permitted any time, but changes in arrival/departure dates are based on availability. After August 30, your deposit is forfeited and your card is charged a one-night room and tax penalty. If you do not see your preferred hotel available online, you can ask to be put on a waitlist. The housing company will work on your behalf to obtain the room(s) at your preferred hotel.

Find Red. We can still use a little help in greeting and assisting convention-goers in finding their way to PEI events and sessions at McCormick Place. Find Red volunteers contribute anywhere from 1 to 2 hours during the middle days of the convention (October 2-3). It's a great way to help PEI and meet people. PEI One on One. This is a new feature at the Chicago convention. Located in an area right next to PEI registration, PEI One on One will provide a space where PEI members can gather for casual discussions with one another and with industry and association experts. Be sure to swing by and join in the conversation. More information will be available about what and who you will find there as the convention nears.

NCWM UPDATE
The National Conference on Weights and Measures (NCWM) held its 96th annual meeting last month in Missoula, Montana. PEI was on hand to monitor several items of particular interest to our members.

The task force commissioned to review price posting at the gas pump―prompted by the growth in loyalty and other retailer discount programs―continues its work. It is possible, but not yet certain, that some sort of proposal may be presented on the topic at NCWM's January 2012 interim meeting, with a final vote for adoption possible in July 2012.

Another closely followed issue related to remanufactured equipment. A proposal introduced in 2010 had the potential to require that any replaced component would have to meet all applicable codes in effect at the time of the replacement―rather than the codes in effect at the time the original component was put into service. After testimony by several interested parties, Handbook 44, which contains the regulations recommended by NCWM for retail measurement of liquid products, was modified to make clear that replaced components must only meet the codes in place at the time the original component was placed into service. As a practical matter, this means that remanufacturers will not have to go through a costly and time-consuming NTEP (National Type Evaluation Program) certification process on these parts.  

ALTERNATIVE FUEL BRIEFS
The Renewable Fuels Association (RFA) is offering EPA-approved labels to gasoline marketers free of charge. The labels will be required on every pump offering E15 once the new fuel is certified for commercial sale as required by the Clean Air Act. The Senate Energy and Natural Resources Committee voted last month to approve S. 1001, the Alternative Fuel Vehicles Competitiveness and Energy Security Act of 2011, which would expand the use of alternative fuel vehicles and related infrastructure through the use of loan guarantees and other means. The committee deferred action on S. 948, which would establish a grant program to promote the use of 400,000 plug-in vehicles in model communities with funds to support infrastructure improvements such as publicly available charging stations.
Maryland Governor Martin O'Malley has appointed members to the state's EV Infrastructure Council, created by legislation introduced by the Governor in the 2011 Session as part of a package of bills to promote electric vehicles. The EV Infrastructure Council is charged with developing statewide standards for streamlined permitting and installation of EV charging stations and supply equipment, developing targeted policies to support fleet purchases for electric vehicles, developing charging solutions for existing and future multi-dwelling units, and increasing consumer awareness and demand for electric vehicles.

PETROLEUM MARKETING NOTES
Marathon Petroleum Corp. plans to expand from its base in the Midwest by extending its Speedway and Marathon retail segment into the Southeast and possibly acquiring refining assets, company CEO Gary Heminger said in an interview August 2.

CHEVRON PUERTO RICO: $5.2 MILLION TO SETTLE UST VIOLATIONS
Chevron Puerto Rico has agreed to spend an estimated $5.2 million to resolve alleged violations of the federal resource Conservation and Recovery Act at approximately 100 service stations in Puerto Rico, under a proposed settlement agreement reached with federal prosecutors July 26. Chevron Puerto Rico would also have to pay a $600,000 penalty, the Justice Department said. The complaint alleged Chevron failed to provide release detection for tanks and piping; failed to provide adequate overfill protection equipment; failed to perform annual tests of automatic line leak detector systems; and failed to maintain adequate records of compliance with release detection requirements for tanks and piping.

DEATHS
Frank A. Lynd, founder and president of Lynd Fueling Systems, Inc., Plano, Texas, died suddenly August 10 after suffering a massive stroke August 6. He was 55. Survivors include his wife, Jean Logan; a son, William; three daughters: Diona Aaron, Sherri White and Leslie Pattinson; and five grandchildren.
