TOPICS FOR FUTURE RECOMMENDED PRACTICES REQUESTED
PEI is seeking to identify topics that might provide subject matter for future technical documents. Submitted ideas for recommended practices should meet all of the following requirements:

  • The subject matter involves practices and/or procedures used in the petroleum equipment industry and serves the greater good of the industry,
  • The topic has not been adequately covered in documents produced by others, and
  • The expertise exists among PEI members to write the document.

If there is a topic you believe PEI should consider developing as a recommended practice, we would like to hear from you. If you previously submitted a topic that was not selected in the past, you must resubmit. Email Bob Young byoung@pei.org with your suggestions. Please include the purpose and scope of the proposed document, along with the intended audience. We will compile the responses and forward them to a PEI ad hoc committee for its review and recommendations to the PEI Board of Directors. 

TENNESSEE PROPOSES CHANGES TO E15+ RULES
The Tennessee Department of Environment and Conservation is proposing new rules for systems storing and dispensing motor fuels containing greater than 10 percent alcohol by volume. The proposed rules would require motor fuels with more than 10 percent alcohol to be stored in tanks that have secondarily contained UST systems installed after July 24, 2007. If the fuel is to be stored in older tank systems, documentation must be submitted indicating the UST system components are compatible with the product stored. Dispenser components must be either UL listed or certified by the manufacturer as compatible with alcohol blended fuel. If not certified by the manufacturer or listed by UL, the owner/operator of the system can satisfy the rule by "inspecting the dispensers daily looking for leaks or equipment failure." A public hearing is scheduled for January 20. Comments are due January 26. The proposed rules and hearing/comment information is available here.

OPW Fueling Components
, Cincinnati, Ohio, has appointed three sales managers. Jeffrey Steel has joined the company as Northeast district sales manager, replacing David Gillispie who retired January 14 after 23 years of service to OPW. Jay Mutina was appointed Southeast district sales manager, replacing Parrish Evans who was promoted to Eastern regional sales manager in 2010. Josh Vander Hey has joined the company as Southwest district sales manager, replacing Jay Mutina.
OnCue Expressan Oklahoma-based convenience store chain―teamed up with Chesapeake Energy Corp. to open compressed natural gas fueling stations this winter at Chesapeake's field offices in six Oklahoma towns. OnCue Express CEO Jim Griffith said CNG prices are about $1.39 per gallon of gasoline equivalent.―Tulsa World, January 6, 2011.
The Kroger Co. opened its 1,000th gasoline station earlier this month. The company had just over 100 stations a decade ago.

NEWS ABOUT E15
EPA officials say the agency is on track to issue a decision
this month on whether E15 gasoline is safe for vehicles built during the 2001 to 2006 model years. EPA has received final test results from the Department of Energy showing how older vehicles perform using E15.
The National Petrochemical and Refiners Association, Independent Liquid Terminals Association, and Western States Petroleum Association filed a petition with the U.S. Court of Appeals for the D.C. Circuit to review and overturn EPA's recent decision to approve higher blends of ethanol in newer vehicles.
U.S. Senators Susan Collins (R-ME) and Benjamin L. Cardin (D-MD), along with a bipartisan group of six colleagues, urged EPA Administrator Lisa Jackson to reconsider the agency's waiver decision to allow the use of E15 gasoline for cars and light trucks model year 2007 and newer. In a letter sent earlier this month, the Senators cited specific concerns regarding the risks of E15 misfueling which could damage the more than 200 million engines in use in the U.S. today that are not approved for the use of E15.
Valero Energy Corp., Marathon Oil Corp. and Tesoro Corp. said they would refuse to sell E15 because it could harm older vehicles or void their warranties. Valero said it would market E85 to serve flex-fuel vehicles. The companies own or license their names to about 7.8 percent of the retail gasoline stations in the U.S.The Wall Street Journal, December 20, 2010. 

DEATHS
Frank J. DeLuca
, president of Frank J. DeLuca Inc., passed away December 17, 2010, from complications of emphysema in Silver Spring, Maryland, at the age of 85. Frank began his career in our industry as a maintenance man for Shell Oil Company and formed his company in 1950. He was active in his business until his death. He is survived by his wife of 64 years, Frances; a son, Frank DeLuca, Jr.; and three daughters, Patricia Ditoto, Barbara Thomas and Donna Anastasi. 
Thomas Theodore "Tom" Collins
, the PEI coordinator for Vertical Market Software, died unexpectedly on January 3. He was 43. He is survived by his mother, Dorothy Collins; a brother, Al Kirkland; and a sister, Elaine Morris.
