PEI BOARD ELECTION DEADLINE
It is time to begin the process of electing members to the PEI Board of
Directors. Under PEI's election procedure, the official representative or a
duly appointed alternate must request to have his/her name included on the
ballot. A form for that purpose was sent May 24 to the official
representatives of PEI member companies from the even-numbered districts of
PEI's distributor and manufacturer divisions and PEI's affiliate division.
The form must be received in Tulsa by the close of business on Thursday,
June 10, for the name to appear on the ballot. If you have misplaced your

FIVE CHARLES D. KEMP SCHOLARSHIP RECIPIENTS NAMED
The PEI Foundation's scholarship selection committee has selected five

Guardian Fueling Technologies, headquartered in Jacksonville,
Florida, has made several personnel changes. Scott Blockinger is the new
branch manager in the Gulf Coast Region office; Eric Postma is the new
service manager in the Gulf Coast Region office; and Blake Bammer will
continue as director of construction/branch manager of the company's
Jacksonville office.
NEW ULSD DISPENSER LABEL REQUIREMENTS CLARIFIED
Effective June 1, 2010, all nonroad diesel was reduced at the refinery
level from 500 parts per million (ppm) sulfur to 15 ppm. Locomotive and
marine diesel fuel was reduced to 500 ppm. In many states, the same 15 ppm
cap will apply to locomotive and marine diesel fuel beginning in June, 2012.
In non-NEMA (Northeast/Mid-Atlantic) areas, 500-ppm nonroad diesel will be
allowed until 2014. EPA's ULSD regulations do not apply in California and
Alaska.
There has been some confusion with regard to the labeling requirements
for diesel fuel dispensers in 2010. EPA has written a letter to API
acknowledging ambiguities in its rule and approving alternative diesel fuel
pump labels and alternative kerosene pump labels for use by all retail and
wholesale purchaser-consumer facilities. That six-page letter is located

CHINA TO LAUNCH ETHANOL BY 2013
Novozymes A/S, a Denmark-based industrial enzymes producer, said May 28
that it expects China to launch its first commercial cellulosic ethanol
facility by 2013. Novozymes signed an agreement to provide enzymes for a
demonstration plant in China that will produce 3 million gallons of ethanol
from corn stalks by the third quarter of 2011. In February, Novozymes
announced a new enzyme capable of breaking down plant waste. It said biofuel
using the new process would be competitive with ordinary gasoline and cost
less than $2 per gallon. Amid food-security concerns, China banned all new
facilities from using crops as a feedstock in 2007.
