Dear PEI Member:
Applications are now being accepted from deserving dependents of PEI member
company employees for PEI's Charles D. Kemp Scholarships.
The scholarships are made possible through a generous gift from the
White-Tucker Company, Houston, Texas, to the PEI Foundation. The
scholarships are named in honor and memory of Charles D. Kemp, longtime
president of White-Tucker Company and president of the Petroleum Equipment
Institute in 1972.

Scholarship recipients are selected based on academic achievement,
leadership, character, need and the applicant's intent to contribute to the
future of the petroleum and energy handling equipment industry. Applicants
must:
- Be 23 years of age or younger.
- Be a high school graduate by August 15, 2010.
- Plan to enroll as an entering full-time freshman for the 2010-2011
academic year at an accredited four-year college or university.
- Intend to declare a major in business, engineering, distribution
studies or a similar degree program.
- Enroll in a college or university of his or her own choice for the
2010-2011 academic year.

The Charles D. Kemp Golf Tournament will be held April 29, 2010,
at the Cypress Lakes Golf Club, Cypress (Houston), Texas. All net proceeds
will go toward the PEI Foundation and its mission of awarding scholarships
to deserving students.

PEI SEMINAR FEBRUARY 17 AT WPMA IN LAS VEGAS
PEI members attending the WPMA convention in Las Vegas will want to
attend the special PEI seminar featuring Jean Jones Wilkinson speaking on
Dealing with Difficult People. The session, free and open to all
members, will be held Wednesday, February 17, from 3:30 to 5:30 pm in Grand
Ballroom G-H at The Mirage in Las Vegas. We all know someone who is
"difficult", and Jean does an excellent job in suggesting ways to deal
effectively and positively with these people. Join other PEI members for a
few hours and learn some useful lessons, presented in an entertaining and
instructive way.
PCI SURVEY SHOWS PARTIAL COMPLIANCE
The February 10, 2010, issue of the CSP Daily News asked
its readers this question: With the July 2010 PCI
(payment-card industry) deadlines coming up, will you upgrade your pumps in
time?

- 26% No, we plan to stop accepting debit at the pump.
The results of the unscientific survey were based on 145 responses. We wonder if these figures are in

EPA ASKED TO BEGIN SEPARATE RULEMAKING/DENY PARTIAL E15 WAIVER
Eight national trade associations (representing the manufacturers of
motorcycles and non-road engines, equipment, vehicles, recreational boats
and gasoline/fuel retail stations) are asking EPA to conduct a new
rulemaking before raising the federal limit on ethanol in gasoline by
partially granting a request by Growth Energy to allow 15 percent ethanol
(E15) in newer model vehicles. In a January 20 letter to EPA transportation and air quality director
Margo Oge, the groups assert that EPA must initiate a separate rulemaking
process and develop a well-supported, specific proposal and administrative
record on possible controls to prevent misfueling. The letter also asks EPA to hold a public workshop this winter to address
potential misfueling controls, their practicality and their effectiveness.
Besides asking for a separate rulemaking and public workshop, the letter to Oge also urges EPA to deny
the E15 waiver application, "unless and until EPA receives all the required
test data that demonstrates that neither on-road or non-road products (or
their emission controls or air quality) will be adversely impacted."
The trade associations' requests, if granted, could significantly slow EPA's
approval for the expanded use of ethanol.
BRIEFLY NOTED
The Petroleum Marketers Association of America (PMAA) reports that
Senate Majority Leader Harry Reid (D-NV) will include a one-year extension
of the one dollar per gallon biodiesel tax credit in the $80 billion jobs
package. PMAA says that the credit will be available retroactively for
biodiesel produced during the credit's lapse. The biodiesel tax credit
expired December 31, 2009.
The Southern California Association of Governments turned down nearly
$11 million of federal stimulus money targeted to build 55 ethanol fueling
stations across Southern California, saying it had policy concerns about
ethanol as an alternative to gasoline.―Los Angeles Times, February

The California State Water Resources Control Board announced a $6.2
million agreement January 26 with the City of Long Beach that resolves an
enforcement action alleging multiple violations of underground storage tank
laws and regulations. State officials alleged that since 2003 the city
failed to install leak prevention equipment on 40 underground tanks and
never tested or monitored the tanks for leaks.
The Range Fuels Inc. facility near Soperton, Georgia, will become the
nation's first commercial scale cellulosic plant when it becomes
mechanically complete later this month. Fuel production will begin in the
second quarter and will be capable of producing 10 million gallons per year
(Mgy) in its initial phase, ramping up eventually to 100 Mgy.

Hanrahan has joined the company as its new senior vice president of sales.
Hanrahan joins PDQ after spending the last six-and-a-half years at OPW Fuel
Management Systems (Petro Vend) as its national sales and marketing manager.
JGD Associates, Inc., Avon Lake, Ohio, has hired John G. Damrath,
III, PE as engineering manager. "JD" began his career at Sunoco before
founding TechExpress, Inc., another architectural and engineering firm,
which he operated for 13 years.
Cortland Pump & Equipment Inc. will have a grand opening February 18
for its new, fully-stocked branch at 45 Mushroom Boulevard, Rochester, New
York 14623.
Morrison Bros. Co. has moved its corporate offices to 570 East 7th
Street, Dubuque, Iowa 52001. The company's post office box, email addresses
and phone/fax numbers will stay the same.
O'Day Equipment, LLC, headquartered in Fargo, North Dakota, has
opened a new regional office at 1790 Radisson Road in Blaine, Minnesota, a
suburb of Minneapolis. O'Day Equipment will service portions of Minnesota,
Wisconsin and Iowa from this new office, which Dan O'Day will manage. The
company is celebrating its 75th year of serving customers in the retail,
commercial and industrial markets.
Leighton O'Brien Inc., Annapolis, Maryland and Colorado Springs,
Colorado, has acquired Holbrook Environmental, Whitehall, Maryland.
Steve Holbrook, president of Holbrook Environmental, will continue to run
the Maryland-based office under Leighton O'Brien.

C.K. Smith, a regional fuel supplier, has closed 23 Irving gasoline
stations in Massachusetts and New Hampshire because of financial problems.―Amesbury

Lykins Enterprises, Maysville, Kentucky, owner of 14 Gasoline Alley
convenience stores in Ohio and Kentucky, has filed for Chapter 11 bankruptcy

BP said February 4 that it has received an offer from Israeli
refiner and marketer Delek to buy its 416 filling stations and
three fuel depots in France for $251 million in cash.
