Dear PEI Member:

The PEI Board of Directors met recently in Ponte Vedra Beach, Florida, and made a number of policy decisions related to membership services and association operations. Here is a summary.

New PEI Logo. We have used the same logo that you see on the upper right corner of this newsletter since NAOEJ became PEI in 1966. This board, and even the one before it, felt that it was time to refresh our image. After months of designing and tweaking, we finally arrived at a new logo that the board believes will be even stronger in the marketplace. That logo can be seen and downloaded at www.pei.org/toolbox. And yes, the one in the right corner will be replaced with the new one soon.

The PEI Journal Comes In-House. The PEI Journal, PEI's magazine, will now be managed by PEI staff and not by a third party. The publication will be rebranded and contain more articles that we believe members will find important. The next issue of The PEI Journal will be published in July.

Recommended Practice Covering the Storage and Dispensing of Diesel Exhaust Fluid. A new recommended practice on the storage and dispensing of diesel exhaust fluid (DEF) was approved. Since DEF is already being used in 2009-model diesel automobiles and the 2010 diesel trucks will require DEF, the PEI board has put this recommended practice on a fast track, with completion expected by the end of this year. See the related article.

Advisory Consultant Group. PEI will offer the services of a group of experts who would be available for brief telephone consultations with members at no charge. The service, available to all members, will initially cover credit/collections, inventory management, technology, human resources and safety. The group will hopefully include both a Department of Transportation (DOT) and legal consultant in the near future.

Petroleum Equipment Institute Foundation
. The Internal Revenue Service has issued a determination letter, making the Foundation tax exempt and recognizing contributions to it as tax deductible. We expect a college scholarship program will be in place for the 2010 school year. The PEI staff will also explore a scholarship program honoring Howard Upton.

Reports from PEI's Strategic Long Range Planning, Safety, Convention Advisory, and Young Executives Committees were reviewed and approved. Some of the committees' recommendations of general interest to PEI members that were approved by the directors include:

  • A $2,367,925 budget for the fiscal year that began April 1. No dues increase for 2009-2010.
  • A revision to PEI's Recommended Practices for Installation and Testing of Vapor-Recovery Systems at Vehicle-Fueling Sites (PEI/RP300-04) to include a new chapter on decommissioning Stage II equipment. See the related article.
  • Providing all of the Dos and Don'ts as a free download on the Members Only section of the PEI web site.
  • Working with the major oil companies and their dealers/jobbers to standardize safety and work forms.
  • Establishing a committee to develop and oversee standardized submission, evaluation and approval processes for future recommended practices.
  • Approving a Strategic Long Range Plan for 2009-2010.
  • Establishing a group of retired industry volunteers—similar to the Service Corps of Retired Executives (SCORE)—who would be available to counsel members on business matters.

PEI President Blair Shwedo, Charlotte, North Carolina, presided at the midyear meeting. Other officers, directors and staff attending the meeting included:

PEI'S VAPOR RECOVERY DOCUMENT TO BE REVISED; COMMENTS SOLICITED
The PEI Vapor Recovery Installation Committee is in the process of revising PEI's Recommended Practices for Installation and Testing of Vapor Recovery Systems at Vehicle Fueling Sites (PEI/RP300-04). The document describes practices limited to the installation and testing of motor fuel vapor recovery systems located at vehicle fueling facilities. It does not cover installing or testing vapor recovery systems associated with bulk loading at terminals, bulk plants, and/or into transport trucks.

The committee proposes to add a new chapter on the decommissioning of Stage II vapor recovery systems, along with a vapor recovery decommissioning checklist, when it revises the recommended practice. The 2004 edition of the recommended practice in a read-only format, the new chapter and checklist on decommissioning Stage II vapor recovery, and a comment form, are available at www.pei.org/RP300.

The entire industry—PEI members, regulators, petroleum company owners and engineers, and trade associations—are encouraged to comment on and suggest changes to the document. All comments must be received by Friday, May 15, 2009, to be considered by the committee. Comments should be submitted using the online form. If you have any questions or need further information, contact Bob Young at byoung@pei.org or call 918-494-9696.

COMMITTEE MEMBERS SOUGHT FOR DIESEL EXHAUST FLUID (DEF) DOCUMENT
PEI will prepare and distribute a document on the proper method of keeping diesel exhaust fluid (DEF) clean from the time it arrives at a dispensing site through the dispensing process and is seeking members to serve on a committee to write it. Chances are good that the document will take the form of a recommended practice, but that will be up to the committee. This process to develop and distribute this document will be accelerated so that a finished product will be available by year's end.

All members of the committee will be expected to attend three two-day meetings (tentatively scheduled for July, August and November) in 2009. While committee members pay their own travel expenses, PEI pays for the meals during the meetings. Only individuals having some experience with DEF should apply. Members interested in participating on this committee should contact Bob Renkes at PEI rrenkes@pei.org to volunteer or learn more. All appointments to the committee will be made April 27 by PEI President Blair Shwedo.
