The Petroleum Equipment Institute has published a new document entitled Recommended Practices for the Inspection and Maintenance of UST Systems (PEI/RP900). This document provides guidance for facility owners and contractors on how to properly inspect and maintain underground storage tank systems. PEI members can order the document for $40 at www.pei.org/rp900.

Properly installed and maintained underground storage system equipment is durable and reliable. However, daily wear and tear can degrade or damage storage system components, resulting in equipment failure and/or product releases. So can exposure to the corrosive effects of soil, water, and stored product and seasonal extremes of heat and cold. This new publication recommends very specific periodic inspections to help protect the public, fueling facility employees, and the environment from the hazards posed by the release of flammable or combustible liquids and exposure to toxic motor fuels. RP900 is the only document currently available on a nationwide basis that covers those inspection procedures with such a high degree of specificity.

We urge you not to use the draft mailed in August since public comments to that draft resulted in significant changes to the recommended practice. APEA PUBLISHES GUIDANCE DOCUMENT ON E85 STORAGE AND DISPENSING
The Association for Petroleum and Explosives Administration (APEA) has issued an interim guidance note on system design details required for the storage and dispensing of high blend ethanol fuels (HBEF). APEA defines HBEF as gasoline/ethanol blends containing 30% to 90% ethanol. It is APEA's intent to amalgamate the document into the APEA/IP "Blue Book," otherwise known as Design, Construction, Modification, Maintenance and Decommissioning of Filling Stations. The document, available here, is used in the United Kingdom.

Making an out-of-service dispenser safe.
A PEI member is looking for proper procedures for liquid-freeing and/or vapor-freeing a gasoline or diesel dispenser that has been removed from service. If you have a procedure that you would like to share with the company (not for publication here), please email Bob Young at PEI: byoung@pei.org.
Ultra low sulfur diesel fuel. We have received a few reports that service calls related to ultra-low sulfur diesel fuel have doubled or tripled since the product was introduced last year. We are told that diesel filters are becoming clogged with greater frequency and meters are "gummed up." Fungus, or at least what is described as "white furry stuff," is reported in the dispensers. If you have experience with ultra-low sulfur diesel that you would be willing to share with TulsaLetter readers (without attribution if you wish), contact Bob Renkes at PEI (rrenkes@pei.org).

2008 DISTRIBUTOR COMPENSATION SURVEY DEADLINE EXTENDED UNTIL 1/31/08
The deadline for distributors to submit information for The 2008 Distributor Employee Compensation Survey has been extended until January 31. Conducted by the Profit Planning Group (PPG) on behalf of PEI, this survey is done every two years and is consistently ranked as one of the top two surveys conducted by PEI. To date, roughly 50 percent of the companies who responded two years ago have submitted their data to PPG. Participating PEI members like this survey because it gives them both industry-specific and cross-industry (35 distributor commodity line) information that they can't receive anywhere else. We understand that the survey form asks for a lot of information, but the results are worth it. As a participant, you receive the report free of charge. Non-participants have the option of purchasing the results for $295.

REGULATORY BRIEFS
Oklahoma
. The Oklahoma Corporation Commission (OCC) has proposed changes to its aboveground storage tank rules to meet a statute passed last year. Among other things, the statute allows underground storage tanks to be used aboveground at retail, marina, fleet and commercial fueling facilities as long as they are used with secondary containment. The problem is that the OCC has to somehow write a rule providing something that the Oklahoma Fire Code and PEI RP200 expressly prohibits, namely, underground tanks used for aboveground storage. The current language proposed by the OCC to meet the statute simply says that "the material and construction of the tank must be compatible with the material stored and the conditions of storage such as pressure and temperature." The express prohibition about not using underground tanks in aboveground applications has been removed. All of the OCC's proposed changes to Chapter 26, Aboveground Storage Tanks, can be found at www.occeweb.com under the "Proposed Rules" link.  promoted Brandon Grote to product manager of the Dispensing Products Division.
RDM Industrial Electronics, Inc. of Nebo, North Carolina, and Lakewood, Colorado, has appointed Jack Patriarche of Strategic Marketing Services International, Newmarket, Ontario, as its representative in Ontario and Quebec.

BRIEFLY NOTED
U.S. retail gasoline margins were robust in 2007, exceeding 11 cents per gallon on average nationally for regular gasoline. That is virtually the same as it was in 2005 and 2006--Lundberg Letter, January 8, 2008.
Central Illinois Manufacturing Company, Inc., Bement, Illinois, has named Frontier Sales Inc., Sandy, Utah, the Cim-Tek® Manufacturers Representative of the Year.
BP's U.S. Convenience Retail
unit has listed 48 Atlanta-area retail sites for sale. The offering is part of BP's two-year plan to sell its 700 company-owned and -operated convenience stores.
Brazil's National Oil, Natural Gas and Biofuels Agency (ANP) has mandated a 2 percent biodiesel blend for all diesel sold domestically. The new blend mandate, which took effect January 1, will trigger higher demand, necessitating production of some 800 million liters annually, according to a local media report. By 2013, Brazil plans to increase the biodiesel blend to 5 percent, which will require 2.4 billion liters annually.
Missouri
requires, effective January 1, that all gasoline sold in the state to be a 10 percent ethanol blend (E10). 
Atlas Oil Co., Taylor, Michigan, has acquired five convenience stores in the Battle Creek, Michigan-area, from R & J Inc.
