The Southern Weights and Measures Association (SWMA) voted last week in Little Rock, Arkansas, to recommend to the National Conference on Weights and Measures (NCWM) that automatic temperature compensation (ATC) be mandated at retail locations where dispensers deliver fuel at or above 30 gallons per minute (gpm). The SWMA also recommended that the ATC issue at lower volume stations (i.e., under 30 gpm) be moved forward at the NCWM as developmental, not voting, and subject to further study.

The SWMA was the fourth of four regional weights and measures groups to meet prior to the January NCWM Interim Meeting in Albuquerque, New Mexico. After the recommendations from the four groups are presented in Albuquerque, NCWM delegates will attempt to develop language governing ATC that the Conference can act on at its annual meeting in Burlington, Vermont, next July.

STAGE II VAPOR RECOVERY REPORT ISSUED BY NESCAUM 
The Northeast States for Coordinated Air Use Management (NESCAUM) has completed its "widespread use" analysis of Onboard Refueling Vapor Recovery (ORVR) systems and has submitted a final report to EPA's Office of Air Quality Planning and Standards. The report is available here.

The federal law that required Stage II vapor recovery also required ORVR, beginning with certain 1998 model gasoline-powered light duty motor vehicles, with a full phase in by model year 2006 for other classes of gasoline-powered motor vehicles. The decision by Congress to require new motor vehicles to be equipped with ORVR at some point also meant the end of Stage II at service stations. Since they are redundant systems, most Stage II programs will reach a point where the continually diminishing emissions benefit will no longer justify the cost of installing new systems or maintaining existing ones. The Clean Air Act recognizes this fact and authorizes the EPA Administrator to waive Stage II requirements for areas classified as serious, severe, or extreme when the Administrator determines that ORVR systems are in "widespread use" throughout the motor vehicle fleet. This report examines the issue and predicts when states are expected to be able to discontinue Stage II and rely on ORVR as the exclusive means for controlling gasoline refueling emissions.

According to data compiled in 2006 by EPA's Office of Transportation and Air Quality, there are 275 counties located in 27 states and the District of Columbia that have implemented Stage II vapor recovery programs. NESCAUM is an association that represents eight of those states: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont.
