Dear PEI Member:
The tabulation of ballots has been completed in the nominating election of
PEI board members from our odd-numbered districts and affiliate division.
One member ran unopposed and has already been certified a winner by the PEI
Election Commission. Three members received enough votes in the nominating
stage of the election process to be elected to the board without having to
participate in a runoff election. The nominees from Distributor Districts 5
and 9, and the Affiliate Division who received the greatest number of points
now go into a runoff election. Ballots for the runoff election mailed July
27. Here are the nominating election results, according to Jim O’Day, O’Day
Equipment, LLC, Fargo, North Dakota, chairman of the PEI Election
Commission.
Distributor District 1 – Bernie LeBlanc,
Petroservice, St. John, NB, Canada, has been elected to represent District 1
which covers CT, ME, MA, NH, NJ, NY, RI, VT, England, Finland, Iceland,
Ireland, Latvia, New Brunswick, Norway, Nova Scotia, Quebec and Sweden. He
will succeed Mark Babcock, Adams & Fogg Oil Equipment Co., Falmouth,
Maine.
Distributor District 3 – The new director representing
District 3 is J. Donald Wood, Don Wood, Inc., Orlando, Florida. He
will succeed Joey Cheek, JMP Solutions, Tampa, Florida. Distributors
in FL, GA, NC, SC, Barbados, Dominican Republic and Puerto Rico are part of
Distributor District 3.
Distributor District 5 – The two nominees in the runoff
are Susan Maples, RBM Company, Knoxville, Tennessee, and Eric
Scott, The Southern Co., Inc., Memphis, Tennessee. The winner of the
runoff will succeed Kevin McKinney, McKinney Petroleum Equipment,
Mobile, Alabama. Members in District 5 cover AL, AR, LA, MS, TN, Argentina,
Bolivia, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Panama,
Paraguay, Peru, Uruguay and Venezuela.
Distributor District 7 – The new director representing
District 7 is Duane Grippe, O’Day Equipment, LLC, Fargo, North
Dakota. He ran unopposed and has been certified the winner. He will succeed
Fred Seymour, J-8 Equipment Company, Denver, Colorado. Distributors
in CO, MN, MT, NE, ND, SD, WY, Australia, Bangladesh, China, Hong Kong,
Indonesia, Japan, Korea, Malaysia, New Zealand, Pakistan, Philippines,
Singapore, Sri Lanka, Taiwan and Thailand are part of District 7.

Distributor District 9 – The two nominees in the runoff
are Bob J. Hill, Franzen-Hill Corporation, Tulare, California, and
Bob Mathews, Northwest Pump & Equipment, Portland, Oregon. The winner of
the runoff will succeed Dennis Rethmeier, Western Pump, Inc., San
Diego, California. Members in District 9 cover AK, AZ, CA, HI, ID, NV, OR,
UT, WA, Alberta, British Columbia, Manitoba and Saskatchewan.
Manufacturer District 11 – The new director
representing District 11 is Jeanne Murck, Core Engineered Solutions,
Inc., Herndon, Virginia. She will succeed Ian Burton, Nu*Star, Inc.,
Shakopee, Minnesota. Members in District 11 manufacture automotive lifts,
lubrication equipment, air compressors, tanks, tire inflators, hose reels,
car washes and miscellaneous equipment.
Manufacturer District 13 – The new director
representing District 13 is Richard L. (Dick) Basham, IRPCO, LLC,
Poca, West Virginia. He will succeed John B. Millet, Jr., Austin
Mohawk and Company, Inc., Utica, New York. Members in District 13
manufacture hoses, canopies and miscellaneous equipment.
Affiliate Division – The nominees in the runoff are
Steve Hamilton, Hamilton Service Co., L.L.C., Basehor, Kansas, and
Fred Monroe, Monroe & Monroe Insurance, Arlington, Texas. The winner
will succeed Gene Pope, Pope & Associates, Tampa, Florida.
HOUSE PANEL TAKES SECOND LOOK AT TEMPERATURE
COMPENSATION
Ohio Democrat Dennis Kucinich, chairman of the House Oversight and
Government Reform Committee, questioned executives from ExxonMobil and Shell
Oil last week on the industry’s resistance to installing temperature
compensation devices on retail dispensers in the United States.
Kucinich called it a “double standard” that temperature
compensation is used at all points of the refining and wholesale fuel
process, but not at the retail pump. “In Canada, the oil industry moved
quickly to adopt automated temperature compensation at the retail pump,”
Kucinich said. “But in the US, where temperatures are often considerably
warmer than the industry standard of 60 degrees, the oil industry has
resisted equipping gas stations with temperature compensation technology.”
Hugh Cooley, vice president and general manager of
Shell Oil’s wholesale division, said consumers are “absolutely not” paying a
hot fuel premium. He told the subcommittee there are a number of factors,
besides temperature, that determine the energy content of gasoline.
“Consumers are purchasing gasoline dispensed in a
uniform measurement and sold in a consistent pricing system that takes into
account the same factors in each market, such as supply, distribution
logistics, demand, temperature and the like,” Cooley said. “Shell firmly
believes that market prices take into account the absence of temperature
adjustment.”
Consumers would not realize any pricing benefit and
would have the cost of installing temperature-compensation equipment on
retail pumps passed on to them, Cooley said. Retailers would have to be
willing to sell larger, temperature-adjusted gallons at the same price as
they had sold standard gallons for consumers to benefit, and that is
unlikely, said Cooley.
Ben Scoraci, retail sales director for ExxonMobil’s
marketing company, said his company’s stations adhere to state laws that
mandate fuel be measured by volume alone. He said selling
temperature-compensated fuel at the retail level would violate current laws
and regulations.
ILLINOIS DISTRIBUTOR/CONTRACTOR SOLD
Accurate Tank Technologies, Inc. and Accurate
Tank Construction, Inc., Naperville, Illinois, have sold their
businesses to DJK Technologies, Inc./DJK Contractors, Inc. The
companies will continue to do business as Accurate Tank Technologies, Inc.
and Accurate Tank Construction, Inc. Contact information and location remain
the same. Steve Trabilsy, former president of OPW FMS (Petro Vend) and a
former PEI director, is president. Established in 1989, Accurate Tank
provides precision tank tightness testing and EPA compliance, installation,
removal and servicing of fuel storage tanks and fueling systems.
PEI CONVENTION HOUSING UPDATE
PEI still has rooms available in downtown Atlanta for the 2007 PEI
Convention and NACS tradeshow. PEI members have first choice of rooms in the
PEI room block for only one more week. Rooms are filling up fast. Any rooms
unsold from the PEI room block will be returned to general convention
housing next week.

OPW Fueling Components has named Phil Carlin
president of its OPW Fuel Management Systems, Inc. business unit,
located in Hodgkins, Illinois. Carlin replaces David Crouse who was recently
promoted to president of OPW Fluid Transfer Group, another Dover
company.
Lincoln, St. Louis, Missouri, has hired Aric Durr as its new central
region manager, replacing Harry Harlan who is retiring after 40 years with

REGULATORY BRIEFS
Pennsylvania. The commonwealth’s Underground Storage Tank Environmental
Cleanup Program and the Underground Storage Tank Pollution Prevention
Program, both of which were due to expire June 30, have been extended
through June 30, 2012.
Virginia. The State Water Control Board is considering amending
regulations dealing with financial responsibility for aboveground storage
tank and pipeline spills. The board is seeking alternative methods for
achieving compliance with existing financial responsibility regulations. In
addition, the board intends to clarify how the Virginia Petroleum Storage
Tank Fund reimburses tank operators for the cost of containment and cleanup
of petroleum releases. A public hearing on the financial responsibility
issues will be held at the headquarters of the Department of Environmental
Quality at 1 p.m. on August 14. Questions about the financial responsibility

PETROLEUM MARKETING NOTES
Fusion Oil and other related companies will sell 32 convenience stores
in the Detroit area and 6 stores in Ohio via sealed-bid auction, following a
Michigan judge’s decision to sell the assets.
BP has sold 26 stations in the Akron, Ohio, area to Tampa-based
Giant Oil Co.--Akron Beacon Journal, July 14, 2007.
Brookshire Brothers, a grocery store chain headquartered in Lufkin,
Texas, has acquired Polk Oil Co. Inc., a Lufkin-based petroleum
marketer that operates 29 convenience stores and supplies 24 independent
dealers in East Texas.
