3Q Issue of the PEI Journal Now Online [1]

The Petroleum Equipment Institute (PEI) announced that the third quarter 2012 issue of the PEI Journal is available at www.peijournal.org [2]. The issue features a special section of three articles entitled “Evolution or Revolution?” that addresses changes that are reshaping the fuel handling equipment and service industry.
In “The Industry Speaks on the Proposed UST Regs,” PEI Executive Vice President Bob Renkes shares his observations of the 191 comments (some of which were more than 70 pages long) that EPA received on its proposed revisions to the 1988 federal underground storage tank regulations, as well as his predictions about how EPA will respond. The article also contains coverage of two questions the EPA presented to the industry, one relating to the removal of water in sumps and one about whether professional engineers should be able to make equipment compatibility determinations. The feedback EPA received from owners/operators and enforcing agencies is included, along with Renkes’ analysis of the likely results.
Up next in the special section is “EPA Waives Stage II Vapor Recovery Requirement.” In this feature, Renkes covers how EPA’s waiver of the Stage II vapor recovery requirement for certain ozone nonattainment areas will impact the industry. “This development means big savings for marketers and big opportunities for PEI members,” notes Renkes. He states that “EPA estimates recurring savings of about $3,000 per year for a typical gasoline dispensing facility, and an annual nationwide long-term savings of up to $91 million per year, assuming Stage II is phased out over a three-year time frame in an equal number of GDFs [gasoline dispensing facility] each year.” PEI updated its PEI RP300: Recommended Practices for Installation and Testing of Vapor-Recovery Systems at Vehicle-Fueling Sites in 2009. The document now includes a chapter on decommissioning procedures for Stage II systems. The chapter provides detailed instructions for safely and properly disconnecting Stage II systems that have been in active service.
The third feature article covers the next generation of credit card technology, known as EMV (Europay MasterCard Visa) systems. In “EMV: The Key to Secure Transactions,” Rick Long, PEI general manager, associate general counsel and editor in chief of the PEI Journal, notes that, by one estimate, “card issuers’ annual losses [are] at $2.64 billion, with merchant losses running even higher—into the tens of billions of dollars.” EMV may well be the ticket to minimize fraud. The tricky part could be adoption. “To manage and spur adoption of EMV technology in the United States, both MasterCard and Visa have developed carrot-and-stick strategies,” Long reports. Ultimately, the liability will shift from the card issuer to the retailer for fraudulent transactions on non-EMV-compatible terminals in the forecourt.
