Petroleum Equipment Institute Updates PEI/RP 1200

TULSA, Oklahoma, June 12, 2017/Petroleum Equipment Institute/ -- The 2017 edition of PEI/RP1200: Recommended Practices for the Testing and Verification of Spill, Overfill, Leak Detection and Secondary Containment Equipment at UST Facilities is available for purchase at www.pei.org/rp1200. The purchase price is $40 for PEI members and $95 for nonmembers.

In addition, a free webinar  at 10 a.m. CDT Wednesday, July 12 will help state regulators and PEI members better understand key provisions of PEI/RP1200-17. Presenters are four members of the Overfill, Release Detection and Release Prevention Equipment Testing Committee: Ed Kubinsky, Crompco LLC (chair); Michael Frank, Maryland Department of the Environment and ASTSWMO (EPA) Region 3 UST Task Force member; Scott Boorse, Wawa Inc.; and Kevin Henderson, Kevin Henderson Consulting. Registration is available at http://bit.ly/2sksdrZ. A confirmation email will contain information about joining the webinar.

“Many states are currently in the process of updating their UST rules and regulations to incorporate the additional equipment testing and inspections mandated in the new federal regulations published in July of 2015,” Kubinsky said.  “We will see changes coming fast and furious nationwide over the next couple of years. It’s critically important for the industry to have a standard that everyone can rely upon to do this work. PEI put together a diverse group of UST testers, installers, owners and regulatory officials with many years of experience to work on developing the best practices found in PEI/RP1200. This document will provide guidance for service providers on how to perform all of the new routine tests and inspections on UST systems to help ensure compliance with these revised regulations and, more important, further protect our environment for generations to come.”

The 2017 edition replaces the 2012 version of PEI/RP1200.

After reviewing nearly 60 public comments from owners and operators, regulators, distributors, installers, manufacturers, industry-related associations and other PEI committees, the committee created the 2017 edition to be easier to read, clarified several items and included significant changes. Of note in the 2017 edition:

  • Affirmation that in hydrostatic testing of sumps, the test water should be a minimum of 4 inches above the uppermost sump penetration or sump sidewall seam (whichever is higher).
  • Affirmation of the 2012 recommendation that ball float valves should be removed and replaced with another type of overfill prevention device.
  • Vacuum testing standards for double-walled tanks in Chapter 4 have been changed to bring greater consistency to the procedures for fiberglass and steel tanks.
  • Definitions in Chapter 2 are reworded to match language used in other PEI recommended practices.
